If there is to be discussion of changing cur board of <br />county commissioners, let that discussion originate HERE in <br />Cabarrus County and let there be a dialogue among the citizens <br />HERE rather than in Raleigh. We -not those in Raleigh- are the <br />ones directly affected. Let US make the decisions. <br />You had said at one time that you would not introduce this bill <br />without allowing time for our current commissioners to study the <br />issue and its possible effects on our county, as well as for our <br />citizens to voice their opinions on the subject. In a relatively <br />short period of time, you apparently had second thoughts about <br />this commitment and went ahead and submitted the bill. <br />In light of the above comments, we ask once again that you <br />withdraw this bill and allow any future discussion of its <br />contents to be done here in Cabarrus County and not in Raleigh. <br />sincerely, <br />Cheryl and Doug Kelling <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) County Manager - Offer to Purchase of Tax Foreclosure Proper <br />Jonathan Marshall, Deputy County Manager, reported the County received <br />an offer for purchase on a tax foreclosure parcel located at 132 Fort Worth <br />Avenue in Kannapolis before the property could be placed on the online <br />surplus property web service. Due to that fact, it was required to be <br />processed through the standard upset bid process. Allowing for the required <br />10 days, the upset bid deadline closed on Monday, May 11, 2015 at 4:00 p.m., <br />by which time no upset bids were received, therefore completing the upset bid <br />process. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board awarded the 132 Fort Worth Avenue property <br />to Mr. Donald Watson and authorized the County Manager and County Attorney to <br />finalize the transaction and execute the related documentation. <br />(F) CONSENT <br />(F -1) Active Living and Parks - Request to Utilize Occupancy Tax Funds for a <br />Lighting Project at Rocky River Elementary School Park <br />Rocky River Elementary School Park is utilized for youth recreation <br />practice and games for the Hartsell Youth League which is a part of the <br />Cabarrus County youth co- sponsored athletic leagues. It is also home to Top <br />Gun Sports youth baseball and softball tournaments. At the site, there are <br />seven fields, five of which have lighting. <br />The request is to add lighting to the two remaining fields utilizing <br />occupancy tax funds to allow more tournament teams to play at Cabarrus County <br />facilities, providing a greater chance for teams to stay overnight in <br />Cabarrus County hotels. According to Top Gun statistics, the addition of the <br />two lighted fields at Rocky River would allow 12 additional teams to play at <br />that site. There are 35 tournaments scheduled this year which means 420 <br />additional teams could participate in Cabarrus County tournaments. More <br />teams increase the potential for more revenues at hotels, restaurants, <br />service stations, sporting goods stores and other related businesses. <br />The turnkey price on the project is $155,800.00, which includes: <br />lights, poles, electrical work, sealed electrical drawings, permitting and a <br />5 percent project contingency ($3800.00). <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved $155,800.00 from the Capital Reserve <br />Fund to install lights on two fields at Rocky River Elementary School Park <br />and approved the associated Project Ordinance and Budget Amendment. <br />Date- 5/18/2015 Amount: $155, 800 <br />Dept.
