July 20, 2015 (Regular Meeting) Rage 2491 <br />WHEREAS, Clarke Creek is listed on the state and federal 303(d) list of <br />streams with impaired water quality. This wetland provides flood protection <br />estimated at $28 million worth of environmental services. The significance of <br />this wetland and the collective efforts to restore and protect it may qualify <br />it for a national wetland award; and <br />WHEREAS, Davidson College (along with the University of North Carolina at <br />Charlotte) has conducted significant scientific research on the importance of <br />buffers in mitigating the impact of residential development on wildlife <br />inhabiting the significant natural area. The Carolina Darter found in the <br />Clarke Creek wetland complex is officially designated as a "species of <br />special concern ". The National Wildlife Federation has certified Concord as a <br />Community Wildlife Habitat on Earth Day 2015. The North Carolina Wildlife <br />Federation, in partnership with the City of Concord, formed the Concord <br />Wildlife Alliance in 2014. Remaining open space adjoining the Clarke Creek <br />Significant Natural Heritage Area is increasingly scarce. <br />WHEREAS, in response to threatened sensitive areas, the North Carolina <br />Wildlife Resources Commission has developed land use planning tools <br />collectively known as the Green Growth Toolbox for use by local planning <br />officials and staff to protect these areas. The North Carolina Wildlife <br />Resources Commission has developed a Wildlife Friendly Development <br />certification program for residential subdivisions; and <br />WHEREAS, respondents in the Cabarrus County 2010 and 2014 community surveys <br />documented that protecting water quality and the environment was one of their <br />top four priorities for community issues that community leaders must address. <br />NOW THEREFORE BE IT RESOLVED by the Cabarrus County Board of Commissioners: <br />1. That this resolution be adopted and request that the Concord City <br />Council adopt a similar resolution; and <br />2. That the County work collaboratively with landowners and other <br />organizations to encourage the establishment of conservation overlay <br />districts to protect the Clarke Creek Heron Rookery Significant Natural <br />Heritage Area; and <br />3. That County planners encourage developers to grant permanent <br />conservation easements to the Cabarrus Soil and Water District to <br />protect riparian /wetland /wildlife habitat buffers surrounding the <br />natural areas and water bodies <br />4. That the County encourages developers to incorporate low impact <br />development measures and other best practices in the Upper Rocky River <br />Local Watershed Plan; and <br />5. That city and county planners encourage developers to work with <br />designers on projects that result in Wildlife Friendly Development <br />certification by the NC Wildlife Resources Commission; and <br />Adopted this 20th day of July, 2015. <br />/s/ Stephen M. Smit, Clerk to the Board <br />(F -9) Sheriff's Department - Request to Award a Service Weapon to Sergeant <br />Rocky Nance Upon Retirement <br />Sergeant Rocky Nance retired on July 1, 2015. Pursuant to N.0 General <br />Statute 20- 187.2, it is requested that Sergeant Nance's service weapon (Sig <br />Sauer 2226, 40 caliber, serial number UU615684) be declared surplus and <br />awarded to him for the price of $1.00. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board declared a service weapon (Sig Sauer P226, <br />40 caliber, serial number UU615684) as surplus property and awarded it to <br />Sergeant Rocky Nance for the price of $1.00 upon his retirement. <br />(F -10) Tax Administration - Refund and Release Report - June 2015 <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105 -381.
