July 28, 2015 (Special Meeting) Page 2503 The Board of Commissioners for the County of Cabarrus met for a special meeting in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Tuesday, July 28, 2015 at 9:00 a.m. The purpose of this meeting was to allow the Board to go into closed session to discuss matters related to economic development and personnel as authorized by NCGS 143- 318.11(a)(4) and (6) . Present - Chairman: Stephen M. Morris Vice Chairman: Elizabeth F. Poole Commissioners: Diane R. Honeycutt Grace M. Mynatt Lynn W. Shue Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, Clerk to the Board. Call to Order Chairman Morris called the meeting to order at 9:01 a-m. Closed Session Closed Session - Economic Development and Personnel UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole and unanimously carried, the Board moved to go into closed session to discuss matters related to economic development and personnel as authorized by NCGS 143- 318.11(a)(4) and (5). Pam Dubois, Jonathan Marshall, Brent Weisner, Patrick Coughlin and LeeAnn Nixon were invited into the closed session. UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt and unanimously carried, the Board moved to come out of closed session. Return to Open Session Human Resources - Appointment of Interim Tax Assessor and Interim Tax Collector Mr. Jeffrey Brent Weisner, Tax Administrator (Assessor /Tax Collector), will retire effective July 30, 2015. Until the next administrator is selected and appointed by the Board of Commissioners, it is necessary to appoint an Interim Tax Assessor and an Interim Tax Collector to perform these duties. NCGS 105 -294 provides for the appointment of the new (Interim) Assessor. NCGS 105 -349 provides for the concurrent appointment of the new (Interim) Tax Collector. Commissioner Honeycutt MOVED to appoint Michael K. Downs as the Interim Tax Assessor for a term of July 31, 2015 through August 9, 2015 or at such time as the permanent Tax Administrator takes office. Commissioner Shue seconded the motion. Chairman Morris advised the current Tax Administrator, Brent Weisner, is retiring effective Friday, July 31, 2015_ He stated the Board is in the process of procuring a replacement for his position. The MOTION unanimously carried. Vice Chairman Poole MOVED to appoint Susan Fearrington as the Interim Tax Collector for a term of July 31, 2015 through August 9, 2015 or at such time as the permanent Tax Administrator takes office. Commissioner Honeycutt seconded the motion. Chairman Morris advised currently the Tax Administrator holds both of these positions. Due to bond requirements during the interim period, he stated these positions will be separate. The MOTION unanimously carried. Adj ourn UPON MOTION of Vice Chairman Poole, seconded by Commissioner Honeycutt, and unanimously carried, the meeting adjourned at 10 :11 a-m_
