July 28, 2015 (Special Meeting) Page 2503 <br />The Board of Commissioners for the County of Cabarrus met for a special <br />meeting in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Tuesday, July 28, 2015 at 9:00 a.m. The <br />purpose of this meeting was to allow the Board to go into closed session to <br />discuss matters related to economic development and personnel as authorized <br />by NCGS 143- 318.11(a)(4) and (6) . <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 9:01 a-m. <br />Closed Session <br />Closed Session - Economic Development and Personnel <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board moved to go into closed session to discuss <br />matters related to economic development and personnel as authorized by NCGS <br />143- 318.11(a)(4) and (5). Pam Dubois, Jonathan Marshall, Brent Weisner, <br />Patrick Coughlin and LeeAnn Nixon were invited into the closed session. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board moved to come out of closed session. <br />Return to Open Session <br />Human Resources - Appointment of Interim Tax Assessor and Interim Tax <br />Collector <br />Mr. Jeffrey Brent Weisner, Tax Administrator (Assessor /Tax Collector), <br />will retire effective July 30, 2015. Until the next administrator is selected <br />and appointed by the Board of Commissioners, it is necessary to appoint an <br />Interim Tax Assessor and an Interim Tax Collector to perform these duties. <br />NCGS 105 -294 provides for the appointment of the new (Interim) Assessor. <br />NCGS 105 -349 provides for the concurrent appointment of the new <br />(Interim) Tax Collector. <br />Commissioner Honeycutt MOVED to appoint Michael K. Downs as the Interim <br />Tax Assessor for a term of July 31, 2015 through August 9, 2015 or at such <br />time as the permanent Tax Administrator takes office. Commissioner Shue <br />seconded the motion. <br />Chairman Morris advised the current Tax Administrator, Brent Weisner, <br />is retiring effective Friday, July 31, 2015_ He stated the Board is in the <br />process of procuring a replacement for his position. <br />The MOTION unanimously carried. <br />Vice Chairman Poole MOVED to appoint Susan Fearrington as the Interim <br />Tax Collector for a term of July 31, 2015 through August 9, 2015 or at such <br />time as the permanent Tax Administrator takes office. Commissioner Honeycutt <br />seconded the motion. <br />Chairman Morris advised currently the Tax Administrator holds both of <br />these positions. Due to bond requirements during the interim period, he <br />stated these positions will be separate. <br />The MOTION unanimously carried. <br />Adj ourn <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Honeycutt, <br />and unanimously carried, the meeting adjourned at 10 :11 a-m_ <br />
