October 19, 2025 (Regular Meeting) <br />Page 2562 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 19, 2015, <br />at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Diane R. Honeycutt <br />Grace M. Mynatt <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />The Air Force Junior ROTC from Central Cabarrus High School conducted <br />the Flag Ceremony. Students participating were: Escobar East, Cadet <br />Captain; Cortez Steele, Cadet lst Lieutenant; Paul Lacarta, Cadet 2nd <br />Lieutenant; Marquis Steele, Cadet 2 11 d Lieutenant; and Amari Jones, Cadet <br />Technical Sergeant. <br />Associate Pastor Butch Clay, <br />delivered the invocation. <br />from Cabarrus Christian Fellowship <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the minutes of August 3, 2015 <br />(Work Session), August 17, 2015 (Regular Meeting) and September 8, 2015 (Work <br />Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />Recognitions and Presentations <br />C -4 Proclamation - World Pancreatic Cancer Day 2015 <br />Closed Session <br />L -1 Closed Session - Economic Development <br />Supplemental Information: <br />Consent <br />F -6 Planning and Development - Project Ordinance Update and Associated <br />Budget Amendment <br />* Updated project ordinance <br />Reports <br />I -3 Finance - Monthly Finance Update <br />* Report <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Recognition of Senior Games Participants <br />on behalf of the participants of the Senior Games, Mali Plowman, <br />Cheerleader, thanked the Board for their support. She also thanked the Board <br />for including and supporting every one of the Cabarrus county citizens from <br />children to the children at heart. <br />Chairman Morris recognized the following medalists for the NC Senior <br />Games State Finals: <br />• Basketball Shooting: Bronze: Mary Herron, Flo Kendall <br />* Billiards: Gold: Carol Hawks, Ubon Moore; Silver: Mary Caudle, <br />Margaret Cleveland; Bronze: Martha Stacy <br />* Bocce: Bronze: Londa Strong, Richard Tarlton <br />
