October I9, 2025 (Regular Meeting) <br />Page 2572 <br />WHEREAS, the North Carolina Department of Transportation receives funds from <br />the North Carolina General Assembly to provide assistance for rural public <br />transportation projects; and <br />WHEREAS, the purpose of these transportation funds is to provide grant monies <br />to local agencies for the provision of rural public transportation services; <br />and <br />WHEREAS, Cabarrus County hereby assures and certifies that it will provide <br />the required local matching funds; that its staff has the technical capacity <br />to implement and manage the project, prepare required reports, obtain <br />required training, attend meetings and conferences; and agrees to comply with <br />the federal and state statutes, regulations, executive orders, and all <br />administrative requirements related to the applications made to and grants <br />received from the North Carolina Department of Transportation; <br />NOW, THEREFORE, be it resolved that the (Authorized Official's Title)* County <br />Manager of (Name of Applicant's Governing Body) Cabarrus County is hereby <br />authorized to submit a grant application for state funding, make the <br />necessary assurances and certifications and be empowered to enter into an <br />agreement with the NCDOT to provide rural public transportation services. <br />(G -2) DHS - Transportation - Rural Operating Assistance Program (ROAP) - <br />Public Hearing 6:30 P.M. <br />Bob Bushey, Transportation Manager, stated a Rural Operating Assistance <br />Program (ROAP) grant request of $191,578.00 will be submitted to the North <br />Carolina Department of Transportation, Public Transportation Division. He <br />reported the grant request will include funding for the following programs: <br />the Elderly and Disabled Transportation Assistance Program (EDTAP) - <br />$87,395.00; the Employment Transportation Assistance Program (EMPL) - <br />$43,301.00; and the Rural General Public (RGP) Program - $60,882.00. <br />Chairman Morris opened the public hearing at 6:55 p.m. The Public <br />Hearing Notice was published on October 7, 2015 in English and Spanish in The <br />Independent Tribune. The Public Hearing Notice was also posted on the <br />County's website ( www.cabarruscounty.us ) in English and Spanish on October 7, <br />2015 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Morris closed the public hearing. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board accepted the FY16 ROAP grant award and <br />adopted the FY16 Certified Statement. <br />No. 2015 -26 <br />CERTIFIED STATEMENT <br />FY2016 <br />RURAL OPERATING ASSISTANCE PROGRAM <br />County of Cabarrus <br />WHEREAS, the state - funded, formula - Leased Rural Operating Assistance Program <br />(ROAD) administered by the North Carolina Department of Transportation, <br />Public Transportation Division provides funding for the operating cost of <br />passenger trips for counties within the state; <br />WHEREAS, the county uses the most recent transportation plans (i.e. CTSP, <br />CTIP, LCP) available and other public involvement strategies to learn about <br />the transportation needs of agencies and individuals in the county before <br />determining the sub - allocation of these ROAP funds; <br />WHEREAS, the county government or regional public transportation authorities <br />created pursuant to Article 25 or Article 26 of Chapter 160A of the General <br />Statutes (upon written agreement with the municipalities or counties served) <br />are the only eligible recipients of Rural Operating Assistance Program funds <br />which are allocated to the counties based on a formula as described in the <br />Program Guidelines included in the ROAP State Management Plan. NCDOT will <br />disburse the ROAP funds only to counties and eligible transportation <br />authorities and not to any sub- recipients selected by the county; <br />WHEREAS, the county finance officer will be considered the county official <br />accountable for the administration of the Rural Operating Assistance Program <br />
