(C -2) Recognition - Frank Lapsley Mike Downs, County Manager, recognized Frank Lapsley on his 10 and a half years of service as general manager with SMG at the Cabarrus Arena and Events Center in Cabarrus County. He highlighted a number of Mr. Lapsley's accomplishments during his tenure at the Arena and thanked him for his service to the community. Mr. Lapsley, accompanied by members of his family, announced Kenny Robinson will be the interim general manager following his departure. He thanked the Board for the opportunity to work in Cabarrus County and announced he will be moving to manage an SMG facility in Charleston, South Carolina. Chairman Morris commended Mr. Lapsley for his excellent work at the Cabarrus Arena and Events Center and wished him well in his future endeavors. (D) INFORMAL COMMENTS Chairman Morris opened the meeting for Informal Public Comments at 6:53 p.m. He stated each speaker would be limited to three minutes. With there being no one to address the Board, Chairman Morris closed that portion of the meeting. (E) OLD BUSINESS (E -1) Infrastructure and Asset Management - Offer to Purchase of Tax Foreclosure Property - Jonathan Marshall, Deputy County Manager, reported the Board accepted the initial bid from Dane Howard, DBH Construction and Renovation, LLC for a foreclosed parcel located at 607 J Avenue in Kannapolis per NCGS 16CA -269. The upset bid process was advertised on the Cabarrus County website on October 20, 2015 in accordance with Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide Public Notices) of the Cabarrus County Code of Ordinances. He stated allowing for the required 10 days, the upset bid deadline closed on Thursday, October 29, 2015 at 4:00 p.m., by which time no upset bids were received, therefore completing the upset bid process. UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and unanimously carried, the Board awarded the 607 J Avenue property to Dane Howard, DBH Construction and Renovation, LLC and authorized the County Manager and County Attorney to finalize the transaction and execute related documentation. (F) CONSENT (F -1) Active Living and Parks - 2016 Fees and Charges and Policy Each year, the Active Living and Parks Department reviews the Fees and Charges Policy, presents it to the Active Living and Parks Commission and Senior Centers Advisory Council, and then recommends changes to the Board of Commissioners. The attached documents reflect the proposed changes to the Fees and Charges Policy and a summary of the requested changes. These items are addressed during this time of year so that they can be in place in January and for the entire calendar year. A fiscal year approval would split some of the sports and activity seasons. UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt and unanimously carried, the Board approved the Active Living and Parks 2016 Fees and Charges and Fees and Charges Policy. The policy is hereby incorporated into the minutes by reference and is on file with the Clerk to the Board. (F -2) Active Living and Parks - Matching Incentive Grant Application Requested Changes The Active Living and Parks Matching Incentive Grant Program provides seed money for civic, community and school groups to construct, improve or
