November 16, 2015 (Regular Meeting) Page 2583 <br />Chairman Morris commended EMS staff for their hard work and efforts <br />toward this event. <br />(C -2) Recognition - Frank Lapsley <br />Mike Downs, County Manager, recognized Frank Lapsley on his 10 and a <br />half years of service as general manager with SMG at the Cabarrus Arena and <br />Events Center in Cabarrus County. He highlighted a number of Mr. Lapsley's <br />accomplishments during his tenure at the Arena and thanked him for his <br />service to the community. <br />Mr. Lapsley, accompanied by members of his family, announced Kenny <br />Robinson will be the interim general manager following his departure. He <br />thanked the Board for the opportunity to work in Cabarrus County and <br />announced he will be moving to manage an SMG facility in Charleston, South <br />Carolina. <br />Chairman Morris commended Mr. Lapsley for his excellent work at the <br />Cabarrus Arena and Events Center and wished him well in his future endeavors. <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:53 <br />p.m. He stated each speaker would be limited to three minutes. <br />With there being no one to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) Infrastructure and Asset Management - Offer to Purchase of Tax <br />Foreclosure Property - <br />Jonathan Marshall, Deputy County Manager, reported the Board accepted <br />the initial bid from Dane Howard, DBH Construction and Renovation, LLC for a <br />foreclosed parcel located at 607 J Avenue in Kannapolis per NCGS 16CA -269. <br />The upset bid process was advertised on the Cabarrus County website on <br />October 20, 2015 in accordance with Article 2, Administration, Section 2.1 <br />(Use of Electronic Means to Provide Public Notices) of the Cabarrus County <br />Code of Ordinances. He stated allowing for the required 10 days, the upset <br />bid deadline closed on Thursday, October 29, 2015 at 4:00 p.m., by which time <br />no upset bids were received, therefore completing the upset bid process. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board awarded the 607 J Avenue property to Dane <br />Howard, DBH Construction and Renovation, LLC and authorized the County <br />Manager and County Attorney to finalize the transaction and execute related <br />documentation. <br />(F) CONSENT <br />(F -1) Active Living and Parks - 2016 Fees and Charges and Policy <br />Each year, the Active Living and Parks Department reviews the Fees and <br />Charges Policy, presents it to the Active Living and Parks Commission and <br />Senior Centers Advisory Council, and then recommends changes to the Board of <br />Commissioners. <br />The attached documents reflect the proposed changes to the Fees and <br />Charges Policy and a summary of the requested changes. These items are <br />addressed during this time of year so that they can be in place in January <br />and for the entire calendar year. A fiscal year approval would split some of <br />the sports and activity seasons. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Active Living and Parks 2016 <br />Fees and Charges and Fees and Charges Policy. The policy is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to <br />the Board. <br />(F -2) Active Living and Parks - Matching Incentive Grant Application <br />Requested Changes <br />The Active Living and Parks Matching Incentive Grant Program provides <br />seed money for civic, community and school groups to construct, improve or <br />
