He also provided an overview of interest in the project and <br />responded to questions from the Board. <br />A discussion ensued. <br />Chairman Morris opened the public hearing at 7:13 p.m. The Public <br />Hearing Notice was posted on the County's website ( www.cabarrus county. us ) in <br />on November 5, 2015 in accordance with Article 2, Administration, Section 2.1 <br />(Use of Electronic Means to Provide Public Notices) of the Cabarrus County <br />Code of Ordinances. <br />Larry Marlowe, resident of 664 Odell School Road in Concord, questioned <br />the County's involvement with the property since it is located within the <br />City of Concord limits. <br />There was no one else present to address the Board; therefore, Chairman <br />Morris closed the public hearing. <br />Discussion continued. During discussion, Mr. Morris, Beacon Partners, <br />and Mr. Coughlin responded to questions from the Board. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved an economic development cash <br />grant in the amount of $930,240.00 between Beacon Partners and Cabarrus <br />County to provide the public infrastructure for River Oaks Corporate Center <br />to include public roadway, utility extensions, and a traffic signal at the <br />intersection of the new roadway and Derita Road, authorized the County <br />Manager to execute the Agreement on behalf of the Board subject to review or <br />revision by the County Attorney, and authorized the Finance Director to <br />prepare a budget revision utilizing Fund Balance appropriation. <br />Date: 11 /16/2015 Amount:$ 930, 240 <br />Dept, Head: Pamela S. He stated <br />the request of $67, 622.00 will cover the cost of the property, closing costs <br />and realtor fees. <br />Pam Dubois, Senior Deputy County Manager, stated $100,000.00 is <br />available for the Kannapolis Middle School land purchase. She advised <br />authorization to make the purchase is requested. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the purchase of .4983 acres for <br />Kannapolis Middle School per G.S. 115C- 426(f). <br />H) .APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H -1) Appointments - Cabarrus County Animal Protection Advisory Board <br />The Board established the Cabarrus County Animal Protection, Advisory <br />Board by its action at the regular meeting on August 17, 2015. The newly <br />
