Morris, Chairman <br />ATTEST: <br />/s✓ Megan Smit <br />Clerk to the Board <br />SOC - Commissioner Appointments for 2016 <br />Chairman Morris advised it is the time of year for Commissioner <br />appointments to various boards and committees, as liaisons to surrounding <br />municipalities for 2016, and for appointments to the TAC -TCC Cabarrus -Rowan <br />Urban Area Metropolitan Planning Organization. Board members reviewed the <br />chart and suggested adjustments. <br />BOC - Resolution Establishing the Board of Commissioners' 2016 <br />:Snhariiil r� <br />Mike Downs, County Manager, reviewed the Resolution Establishing the <br />Board of Commissioners' 2016 Meeting Schedule. He stated the meeting <br />schedule includes the Boards' regular meeting schedule as well as potential <br />educational and conference opportunities they may choose to attend. <br />Community Transportation Service Plan <br />Ben Rose, Human Services Director, and Bob Bushey, Transportation <br />Manager, presented the following information relating to the Community <br />Transportation Service Plan. <br />The NCDOT Public Transportation Division requires all Community <br />Transportation Systems to complete a five year Community <br />Transportation Service Plan. This plan addresses future growth <br />and service needs within the County. <br />NCDOT contracted Atkins Global <br />its partners to create the plan. <br />in April of 2015 gathering data <br />Atkins Global has created a plan <br />needs of the community. <br />=o work with Cabarrus County and <br />A steering committee began work <br />and prioritizing community needs. <br />with recommendations to meet the <br />A discussion ensued. During discussion, Mr. Rose and Mr. Bushey <br />responded to questions from the Board. <br />County Manager - Donation of Two Surplus EMS Units <br />Jonathan Marshall, Deputy County Manager, presented a request that the <br />county donate two surplus EMS units to Cabarrus County Schools and the <br />Cabarrus Convention and Visitors Bureau (CVB). He advised counties are <br />authorized to donate surplus property to other governmental units per §160A- <br />260. He stated a resolution authorizing donation of personal property will <br />be requested for adoption at the regular meeting. <br />In response to a question from the Board, Mike Downs, County Manager, <br />stated the CVB plans to use the vehicle for marketing purposes. <br />County Manager - Match State Salary Increase for Locally Funded RCCC Staff <br />Pam Dubois, Senior Deputy County Manager, reported every year when the <br />State increases the salary of state - funded positions, the County matches that <br />increase for the locally funded positions. She stated this year's request is <br />for $5,500.00. She advised funds were placed in contingency during the <br />budget process and are still available. <br />Finance - Resolution Relating to the Installment Contract Financings of <br />Various Public School Projects and Call for a Public Hearing <br />Susan Fearrington, Finance Director, presented a request for approval <br />of a resolution enabling staff to enter into one or more installment <br />
