December 14, 2015 (Regular Meeting) Page 2602 <br />Chairman Morris reiterated Vice Chairman Honeycutt's comments and <br />stated he is looking forward to another productive year. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />Moment of Silence <br />Closed Session <br />L -1 Closed Session - Economic Development <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Planning and Development - Recognition of Michael Caudle for <br />Electrical Inspector of the Year Award <br />Kelly Sifford, Planning and Development Director, recognized Michael <br />Caudle on receipt of the Electrical Inspector of the Year Award at the <br />International Association of Electrical Inspectors of North Carolina. <br />Mr. Caudle expressed appreciation for the opportunity to work for <br />Cabarrus County. <br />Mike Downs, County Manager, announced Mr. Caudle was also recently <br />elected as Chairman of the International Association of Electrical Inspectors <br />of North Carolina. <br />Chairman Morris commended Mr. Caudle for his service and achievements. <br />(C -2) Proclamation - Dr. Martin Luther Kind, Jr. Day <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2015 -16 <br />PROCLAMATION <br />WHEREAS, Dr. Martin Luther King, Jr., was born on January 15, 1929 in <br />Atlanta, Georgia, and devoted his life to fighting poverty, injustice and <br />racism in America; and <br />WHEREAS, Dr. King, through his practice of non - violent protest, <br />promoted the importance of love, peace and freedom for humankind and <br />challenged America to honor its promise of liberty and justice for all <br />citizens; and <br />WHEREAS, during his lifetime, Dr. King sought to forge the common <br />ground on which individuals of all ages, races and backgrounds could join <br />together to address important community issues and provide service to their <br />community; and <br />WHEREAS, the third Monday in January has been established as a national <br />holiday to observe the anniversary of Dr. King's birth. <br />NOW THEREFORE, the Cabarrus County Board of Commissioners hereby <br />proclaims Monday, January 18, 2016 as Dr. Martin Luther King, Jr. Day in <br />Cabarrus County and encourages all citizens to join in the special programs <br />and ceremonies to be held on January 16 -18 honoring the life and work of Dr. <br />King and his legacy of peace and equality for all citizens. <br />Adopted this the 14th day of December, 2015. <br />/s/ Stephen M.
