Poole, Chairman <br />ATTEST: <br />/s/ Megan Smit <br />Clerk to the Board <br />(F -4) Planning and Development - Request to Submit Weatherization <br />Application <br />Cabarrus County has participated in the Weatherization and Heating and <br />Air Repair and Replacement program for approximately 20 years. Each year, <br />the Board provides consent for staff to prepare the application during the <br />application period. The release of the application and the due date for <br />submittal appear to be closer each year, making it necessary to request <br />permission to prepare the application prior to having the actual application <br />in hand. <br />This is a non - competitive program. Applicants do not determine the <br />amount of the funding request, the funding is determined by state formulas. <br />The Weatherization and Heating and Air Repair and Replacement grants are tied <br />together and must be accepted as a package. Qualification for these programs <br />is income -based with a housing qualification component as well. The two <br />programs together provide energy efficiency improvements and heating and air <br />repairs and replacement. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board authorized staff to make the <br />application during the application period and authorized the Chairman to sign <br />the application. <br />(F -5) Planning and Development - Soil and Water Conservation District - <br />Application to the Federal Farm and Ranch Lands Protection Program <br />The Conservation District wishes to apply for Federal Farm and Ranch <br />Lands Protection Program funds to match one or more state Agricultural <br />Development and Farmland Protection Program Trust Fund grants previously <br />awarded to the District, up to a maximum of $806,225.00. The District was <br />previously awarded $350,004.00 in federal matching funds to purchase a <br />permanent agricultural conservation easement on Porter Farms. The landowners <br />are exploring options to combine the acreage for which state farmland <br />protection funds have already been contracted into a new application for <br />federal matching funds. A budget amendment will be submitted at a later date <br />if the matching funds are awarded. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board authorized the District to <br />apply for Federal Farm and Ranch Lands Protection Program matching funds to <br />place one or more conservation easements on Porter Farms. <br />(F -6) Sheriff - Proposal for Lead Shot Excavation, Screening and Soil <br />Reinstallation at the Cabarrus County Sheriff's Training and Firing Range <br />Since operation commenced at the Sheriff's Department Training and <br />Firing Range, lead shot has never been removed from the barrier walls. <br />General Services recently tested the soil(s) for pH and lead. Based on the <br />results, Cabarrus County feels the safest action would be to excavate the <br />soil, screen it and re- install the soil. <br />Additionally, the barrier walls will be stabilized with lime after the <br />soil is reinstalled. After this process, the soil will be retested and <br />moving forward, the soil will be tested periodically to evaluate future <br />excavation and screening projects. <br />The County has solicited outside environmental services firms for the <br />project. CCI Environmental Services has submitted a proposal in the amount <br />of $57,569.00, plus $2,000.00 for EPA approved steel drums. The County will <br />be able to offset some of this cost by recycling the lead shot that is <br />reclaimed. It is requested to use funds from the Cabarrus County Board of <br />Commissioners Contingency and to authorize the County Manager to execute a <br />contract with CCI Environmental Services. <br />
