March 21, 2014 (Recessed Meeting) Page 1959 <br />needs to be simplified and restructured to meet the needs of the economy and <br />population. <br />Preserving Local Revenue Bases <br />County Manager Mike Downs inquired if opportunities for local- option <br />sales taxes would be limited due to the State tax reform. <br />A brief discussion followed. During discussion, Senator Hartsell and <br />Representatives Ford, Johnson and Pittman addressed tax reform and economic <br />growth. <br />Human Services — Discussion of Food and Nutritional Categorical Eligibility <br />Ben Rose, Human Services Director, presented information relating to <br />the challenges of the NC FAST system implementation. <br />The topic of Food and Nutritional Categorical Eligibility was also <br />generally discussed. <br />Commissioner Oesterreich expressed support for categorical eligibility <br />and discussed the impact it would have on the Department of Human Services. <br />A brief discussion followed. During discussion, Mr. Rose responded to <br />questions from the legislative delegation. <br />Adjournment <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the meeting adjourned at 10:30 a.m. <br />Megan STrit, Clerk to the Board <br />
