April 7, 2014 (Work Session) Page 1960 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 7, 2014 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Mike Downs, County Manager, left the meeting at 4 :20 p.m. <br />Call to Order <br />Chairman Poole called the meeting to order at 4 :07 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda. <br />Supplemental Information <br />Discussion Items - Items for Action at April 21, 2014 Meeting <br />4.3 County Manager - Proposed Cellco Tower Lease at Mount Pleasant <br />Communications Tower <br />• Resolution <br />• Public Notice <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />County Manager - Update on CCS QSCB (Qualified Schools Construction Bonds) <br />Projects <br />Len Witke, Cabarrus County Schools (CCS), presented the following <br />information as an update on the QSCB projects for CCS. <br />QSCB Design and Construction Projects Milestone Report <br />A discussion ensued. Mr. Witke, County Manager Mike Downs and Pam <br />Dubois, Deputy County Manager, responded to a variety of questions from the <br />Board. Items addressed included roofs, the building and grounds maintenance <br />fund balance, etc. <br />Mr. Downs left the meeting at 4:20 p.m. <br />Discussion continued. During discussion, Chairman Poole requested <br />budget reports on school maintenance be provided to each Board member. <br />EBBS - Big Brothers Big Sisters Leadership Council Update <br />Chairman Poole stated the Big Brothers Big Sisters Leadership Council <br />update will be presented at the May work session. <br />BOC - Advanced Manufacturing Week Proclamation <br />Chairman Poole stated today is the beginning of Advanced Manufacturing <br />Week and requested the Board adopt the related proclamation. <br />
