She also commended Mr. Keeter <br />and WSACC staff for their contributions and efforts. <br />BOC - NCACC Video Update <br />At the request of the North Carolina Association of County Commissioners <br />( NCACC), the Board viewed a legislative video update. <br />Discussion Items for Action at May 19, 2014 Meeting <br />Human Resources - Results of Compensation Study <br />Mr. Phillip Robertson, Senior Vice President of The Mercer Group, Inc. <br />provided a review of the results and recommendations of the Compensation <br />Study. <br />Lundee Covington, Human Resources Director, advised, due to the merger <br />of the Department of Human Services, administrative position titles can be <br />consolidated for better consistency. She further advised positions in the <br />General Services Department compete with the private sector and it is a <br />financial advantage to the county to retain those individuals after the county <br />has invested in training. <br />Mr. Robertson recommended a title change for General Services due to the <br />scope of the department. <br />Ms. Covington distributed handouts of the proposed reclassifications. <br />Mike Downs, County Manager, advised, Kyle Bilafer, General Services <br />Director, had submitted his resignation. He requested the Board suspend its <br />Rules of Procedures to address a reclassification of the open position for the <br />General Services Director to Infrastructure and Asset Management Director. <br />A brief discussion ensued. <br />UPON MOTION of Commissioner Morris, seconded by Chairman Poole and <br />carried, with Chairman Poole, Vice Chairman Burrage and Commissioners Measmer <br />and Morris voting for, and Commissioner Oesterreich voting against, the Board <br />suspended its Rules of Procedures in order to vote on changes to the General <br />Services Director classification due to time constraints. <br />Commissioner Morris MOVED to change the classification and pay grade of <br />the Director of General Services, grade 81, $75,259.76- $116,172.07 to <br />Infrastructure and Asset Management Director, grade 83, $82,960.27- <br />$128,082.89. Vice Chairman Burrage seconded the motion. <br />A discussion ensued. During discussion Commissioner Cesterreich <br />expressed his intent to vote against the motion. <br />The MOTION carried with Chairman Poole, Vice Chairman Burrage and <br />Commissioner Morris voting for and Commissioners Measmer and oesterreich <br />voting against. <br />Mr. Robertson presented information regarding a Compression Study as a <br />one -time fix for long -term employees. <br />Ms. Covington presented a brief summary of the classifications and <br />grades. <br />In response to a question from the Board, Pam Dubois, Deputy County <br />Manager, advised the remainder of the proposed reclassifications will be <br />addressed during the budget process and will be effective July l if <br />approved. <br />County Manager - Approval of Resolution Authorizing the Human Resources <br />Director to Pre -Audit Certificates for Personnel Contracts and Obligations <br />Pam Dubois, Deputy County Manager, presented the following information <br />relating to a request for a resolution authorizing the Human Resources <br />Director to pre -audit certificates for personnel contracts and obligations. <br />Per N.C.G.S. 159- 28(a), the Governing Board has the authority to <br />allow a deputy finance director to execute pre -audit certificates <br />as necessary to conduct business.
