Smit <br />Clerk to the Board <br />(1): "Reforming the Food Stamp Program" Robert Rector and Katherine Bradley <br />(F -5) Human Services - FY 15 Home and Community Care Block Grant (HCCBG) <br />Funding Plan <br />The FY15 Home and Community Care Block Grant (HCCBG) funding plan is <br />presented for approval. The plan has been reviewed and approved by the HCCBG <br />committee and is recommended to the Board for consideration and approval. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board approved the FY 15 Home and Community Care <br />Block Grant (HCCBG) Funding Plan as recommended by the HCCBG Committee. <br />(F -6) Library - Cabarrus Literacy Council (CLC) - Continuation of Adult <br />Basic Literacy Services and Contract <br />In May 2011, the County entered into an Agreement with the Cabarrus <br />Literacy Council (CLC) to provide adult basic literacy services (ABL) <br />administered by the Cabarrus County Public Library. As required by the <br />Agreement, the CLC has provided its strategic plan; and in April, the CLC <br />board voted unanimously to recommend the continuation of the administration <br />of the ABL program through the Library. Likewise, the County must also vote <br />annually on the continuation of the administration of the ABL program by the <br />Library, no later than June 30 of each year. The CLC Board believes this <br />arrangement has worked extremely well for all parties and the Library <br />Director fully supports the partnership and is in favor of continuing. No <br />county funds are requested. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board approved the continuation of the <br />administration of the Adult Basic Literacy program by the Library and <br />associated contract for FY 14 -15. <br />(F -7) Sheriff's Office - Request to Award a Service Weapon to Sergeant <br />Timothy Culp Upon Retirement <br />Sergeant Timothy C. Culp retired from the Cabarrus County Sheriff's <br />office on May 1, 2014. Pursuant to N.C.G.S. 20- 187.2, it is requested that <br />Sergeant Culp's service weapon (Sig Sauer P226, 40 caliber, serial number <br />47AC12271) be declared surplus and awarded to him for the price of $1.00. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board declared a service weapon (Sig Sauer P266, <br />40 caliber, serial number 47A012271) as surplus property and awarded it to <br />Sergeant Culp for the price of $1.00 upon his retirement. <br />F -B) Tax Administration - Refund and Release Report - April 2014 <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105 -381. Refund <br />report is a summary sheet which lists data from each refund request form, <br />along with the justification for the refunds to the taxpayers in accordance <br />with N.C.G.S. 105 -381. <br />Note: Due to the transition of motor vehicles onto the new North <br />Carolina Vehicle Tax System (NCVTS), motor vehicle- related refunds and <br />releases will begin to be displayed on the new report generated by NCVTS. <br />
