Pleasant Fire Chief, presented an overview of the <br />Department's progress made towards lowering the TSO (Insurance Services <br />Office) fire insurance rate in the rural district. <br />Mr. Holloway reviewed proposed benefits of a Class 6 rating for <br />homeowners. <br />Fire Marshal Langer expressed support for Mount Pleasant's proposal. <br />A discussion ensued. Issues addressed included: the addition to the <br />facility; cost of sprinklers; added benefits of the facility addition; the <br />Town is funding the $900,000.00 for the addition to the station; additional <br />funding information was requested by the Board; etc. <br />Del Eudy, Mt. Pleasant Mayor, advised the unincorporated area of the <br />Mount Pleasant Fire District is 36 square miles, whereas the town's area is 3 <br />square miles. <br />Discussion continued. <br />Chairman Poole encouraged citizens in the Mount Pleasant Fire District <br />to contact the Board with their eomment8. <br />Northeast Cabarrus Volunteer Fire Department <br />Fire Marshal Steve Langer reported the Northeast Volunteer Fire <br />Department is requesting a 4 -cent increase on their rural tax rate to help <br />with the replacement of the aging fleet in addition to the increased staffing <br />needs at the Northeast Volunteer Fire Department. <br />Northeast Volunteer Fire Department (NEVFD) Board Chair Tom Earnhardt <br />introduced the following NEVFD Board members present: Eddie Moose, Vice <br />Chairman NEVFD; Rick Earnhardt, NEVFD Board Member; and Tracey Brown, NEVFD <br />Board Secretary /'Treasurer. He reported the Department's five -year plan <br />includes the incorporation of 24 -hour staffing and the replacement of its <br />aging fleet. He advised the NEVFD Board approved the request of a 4 -cent <br />increase at their April meeting. The increase in revenue would be used <br />toward increasing staffing to the department and to help with the replacement <br />of the aging fleet. <br />Following discussion, Chairman Poole encouraged citizens in the <br />Northeast Fire District to contact the Board or to speak to the Board at the <br />June regular meeting. <br />General Discussion <br />Commissioner Oesterreich requested current projected surplus numbers as <br />well as a list of capital projects allocated for the county and parks. <br />Pam Dubois, Deputy County Manager, had the information on -hand and <br />provided handouts of the information to the Board. <br />Mike Downs, County Manager, advised based on discussion, staff will <br />follow up on funding needed for two school nurse supervisors, one <br />administrative assistant and one vehicle for Cabarrus Health Alliance. He <br />also commented on the Senate's budget proposal and stated Human Services and <br />Transportation will present their budget proposals at Monday's work session. <br />Jonathan Marshall, Deputy County Manager, advised there will also be a <br />report on the Construction Standards Fee Schedule at Monday's work session. <br />Recess of Meeting <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich, and unanimously carried, the meeting recessed at 8:09 p.m. until <br />4:00 p.m. on Monday, June 2, 2014 at the Governmental Center. <br />Megan Sm' , &4rk to the Board <br />
