June 16, 2014 (Regular Meeting) <br />Page 2092 <br />Vice Chairman Burrage questioned Dr. William Pilkington, Cabarrus <br />Health Alliance (CHA) Director, about the percentage of CHA funds and <br />services spent on illegal immigrants. <br />In response to Vice Chairman Burrage's question, Dr. Pilkington stated <br />the clinical services division serves a large portion of illegal immigrants, <br />but is not funded by the county. <br />Commissioner Morris expressed his intent to vote against the motion, <br />citing a lack of time to review the information. He also stated the Wellness <br />Program and Employee Health Clinic have been shown to save money in insurance <br />costs. <br />Commissioner Measmer expressed his support for the motion. <br />A discussion ensued. During discussion, Pam Dubois, Deputy County <br />Manager, responded to questions from the Board. <br />County Manager Mike Downs stated more information is needed to adopt <br />the budget including a tax rate. <br />Discussion continued. <br />Chairman Poole requested clarification on whether the motion is to <br />approve a 70 cents tax rate with the amendments to the County Manger's <br />proposed budget_ <br />Commissioner Oesterreich replied in the affirmative, adding the <br />spreadsheet of changes presented earlier should also be included in his <br />motion. <br />Chairman Poole reiterated this information was not presented prior to <br />the public hearing and was not provided to the Board prior to this meeting. <br />She expressed concerns that staff has not had ample time to review the <br />information and present it in budget format. <br />The MOTION carried, with Vice Chairman Burrage and Commissioners <br />Measmer and Oesterreich voting for and Chairman Poole and Commissioner Morris <br />voting against. <br />For the record, Chairman Poole requested the Board restate their vote. <br />Vice Chairman Burrage and Commissioners Measmer and Oesterreich voted for the <br />motion and Chairman Poole and Commissioner Morris voted against. <br />Ordinance No. 2014-19 <br />CABARRUS COUNTY BUDGET ORDINANCE <br />FISCAL YEAR 2014 -2015 <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br />Section I. <br />The following amounts, listed by fund, are hereby appropriated as the <br />estimated revenues and expenditure appropriations for the operation and <br />maintenance of the County's various governmental activities, debt <br />obligations and capital outlay purchases during the Fiscal Year <br />beginning July 1, 2014 and ending June 30, 2015: <br />General.
