September 2, 2014 (Work Session) page 2149 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 2, 2014 at 4:00 p.m. <br />Present - Chairman: Elizabeth F. Poole <br />Vice Chairman: Larry M. Burrage <br />Commissioners: Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. ©esterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:04 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda. <br />Additions: <br />Discussion Items No Action <br />NCACC Video Update <br />Discussion Items for Action at September 15, 2014 Meeting <br />3 -15 County Manager - Approval of Local Salary Increases Based on State - <br />Approved Budget for Public Schools and Community College <br />Supplemental Information: <br />Discussion Items for Action at September 15, 2014 Meeting <br />3 -4 B ©C - NCACC Solicitation of County Legislative Goals Proposals for 2015- <br />16 Biennium <br />• Additional Goals <br />Removed: <br />3 -13 Infrastructure and Asset Management - Property Exchange <br />Changes to the Regular Meeting Agenda September 15, 2014: <br />Addition - Appointments to Boards and Committees <br />Appointments - Cabarrus County Tourism Authority <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />BOC - NCACC Video Update <br />At the request of the North Carolina Association of County Commissioners <br />(NCACC, the Board viewed a NCACC video update. <br />Discussion Items for Action at September 15, 2014 Meeting <br />Planning and Development - Soil and Water Conservation District - Approval of <br />Cooperative Agreement for Federal Funds to Purchase Agricultural Conservation <br />Easement on Porter Farms <br />Dennis Testerman, Senior Resource Conservation Specialist, presented a <br />request for a cooperative agreement for federal funds to purchase an <br />agricultural conservation easement on Porter Farms. He also announced the <br />availability of the land owner to respond to questions. <br />Vice Chairman Burrage expressed support for the agreement. <br />Active Living and Parks - Department Ordinance Related to NCGS 14- 415.23 - <br />Public Hearing 6 :30 P.M. <br />Chairman Poole advised the Board has previously discussed the ordinance <br />related to NCGS 14- 415.23. A public hearing will be conducted at the regular <br />meeting. No discussion was needed_ <br />Active Living and Parks - Matching Incentive Grant Requests - FY 2015 and <br />Related Budget Amendment - $50,000.00 <br />
