November 3, 2014 (Work Session) Page 2194 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 3, 2014 at 4:00 p.m. <br />Present - Chairman: Elizabeth F. Poole <br />Vice Chairman: Larry M. Burrage <br />Commissioners: Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />ApEroval of k ends <br />Commissioner Oesterreich requested the addition of "DOC - Consideration <br />of Allocation of Funds to Mount Pleasant Middle School" to the agenda. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items for Action at November 17, 2014 Meeting <br />County Manager - Appointment of the County Finance Director per NCGS 159 -24 <br />Pam Dubois, Deputy County Manager, stated, pursuant to NCGS 159 -24, <br />there is a requirement for the Board of Commissioners to appoint the Finance <br />Director. She advised under the County's policy, the Finance Director 'does <br />not work at the pleasure of the Board. Cabarrus County treats the position of <br />Finance Director as an employee who is covered under the Cabarrus County <br />Personnel Ordinance. He also responded to questions from the Board. <br />Finance - Update of the Construction and Renovation Fund Budget, Project <br />Ordinance and Related Budget Amendment - Tabled from October <br />Susan Fearrington, Finance Director, advised this item was tabled from <br />last month due to the Boards' actions at last month's meeting regarding the <br />school mediation. She stated the Construction and Renovation Fund Budget, <br />Project Ordinance and related budget amendment required revising with current <br />numbers. Since the Construction and Renovation Fund is a multi -year fund and <br />is not included with the annual budget process, a yearly review is completed <br />to estimate the revenues that will be received in the fund for communication <br />tower lease payments. <br />Planning and Development - Soil and Water Conservation District - Applications <br />for Farmland Preservation Grants <br />
