November 17, 2014 (Regular Meeting) Page 2197 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 17, 2014, <br />at 6.30 p.m, <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Chairman Poole called the meeting to order at 6:30 p-m. <br />The Air Force JROTC from Northwest Cabarrus High School conducted the <br />Flag Ceremony. Students participating were: Cadet Major Matthew Luke, Cadet <br />Captain Ismael Villasenor, Cadet 1st Lieutenant Mike St. Clair and Cadet 2"" <br />Lieutenant Zack McIntyre. <br />Dr. Rick Ross, Lead Pastor from Concord First Assembly in Concord <br />delivered the invocation. <br />Chairman Poole thanked members of the Northwest Cabarrus JROTC for <br />participating in the dedication of Vietnam Veterans Park on Saturday, <br />November 15 <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Oesterreich, seconded by Vice Chairman <br />Burrage and unanimously carried, the Board approved the minutes of October <br />20, 2014 (Regular Meeting) and November 3, 2014 (Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Additions: <br />Recognitions and Presentations: <br />C -2 Soil and Water Conservation District - Recognition of Vice Chairman <br />Larry Burrage <br />C -3 Recognition of Outgoing Commissioners (Following Reports) <br />Supplemental Information: <br />New Business <br />G -2 Finance - Certification of Results of 2014 General Obligation (GO) <br />School and RCCC Referenda <br />• Resolution Certifying and Declaring Results of 2014 Referendum on <br />Cabarrus County General Obligation School Bonds and Providing for <br />Publication Cf Notice Thereof <br />• Resolution Certifying and Declaring Results of 2014 Referendum on <br />Cabarrus County General Obligation Community College Bonds and <br />Providing for Publication of Notice Thereof <br />• Certificates of Canvass <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Proclamation - Pancreatic Cancer Awareness Month <br />Chairman Poole read the proclamation aloud. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board adopted the proclamation. <br />The proclamation was requested by Kara Helf who was in attendance. <br />Vice Chairman Burrage presented Ms. Helf with a signed proclamation. <br />Proclamation No. 2014 -16 <br />PANCREATIC CANCER AWARENESS MONTH 2014 PROCLAMATION <br />
