November 17, 2014 (Regular Meeting) Page 2199 <br />Ronnie Long, resident of 75 Hillcrest Avenue SE in Concord, expressed <br />appreciation to outgoing Commissioners Burrage, Measmer and Oesterreich for <br />their service. <br />David Hampton, resident of 2000 South Main Street in Kannapolis, <br />expressed concerns regarding the proposed allocation of funds for the new <br />Mount Pleasant Middle School before the funds have been verified by the <br />auditors. <br />Jean Chandler, resident of 4977 Hilton Lake Road in Kannapolis, <br />expressed appreciation for the dedication ceremony for the renaming of North <br />Cabarrus Park as Vietnam Veterans Park on the previous Saturday. <br />Ronald Frawley, resident of 1612 Chadmore Lane in Concord, expressed <br />appreciation for the opportunity to participate in the renaming dedication <br />service of North Cabarrus Park as Vietnam Veterans Park. He also thanked <br />those involved for their efforts. He stated this will be a long lasting <br />tribute to the Vietnam Veterans. <br />Joseph Galloway, resident of 217 Palaside Drive NE in Concord, <br />expressed appreciation for the renaming dedication ceremony for Vietnam <br />Veterans Park. <br />Grace Galloway, resident of 217 Palaside Drive NE in Concord, expressed <br />appreciation to the commissioners for approving the renaming of North <br />Cabarrus Park as Vietnam Veterans Park. <br />Luigi Marinaccio, resident of Concord, expressed appreciation to the <br />Board for approving the renaming of North Cabarrus Park as Vietnam Veterans <br />Park. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />Chairman Poole commended everyone involved in the dedication ceremony <br />for Vietnam Veterans Park. <br />(E) OLD BUSINESS <br />Norie . <br />(F) CONSENT <br />(F -1) County Manager - Appointment of the County Finance Director per NCGS <br />159 -24 <br />As stated in NCGS 159 -24, each local government and public authority <br />shall appoint a finance officer to hold office at the pleasure of the <br />appointing board or official. Cabarrus County treats the position of Finance <br />Director as an employee who is covered under the Cabarrus County Personnel <br />Ordinance. Susan B. Fearrington began the role of Finance Director on <br />September 19, 2014. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board appointed Susan B. Fearrington as Finance <br />Director of Cabarrus County. <br />(F -2) Finance - Update of the Construction and Renovation Fund Budget, <br />Project Ordinance and Related Budget Amendment - Tabled from October <br />Since the Construction and Renovation Fund is a multi -year fund and is <br />not included with the annual budget process, a yearly review is completed to <br />estimate the revenues that will be received in the fund for communication <br />tower lease payments. Estimates of the FY15 lease payments are $80,000.00. <br />In addition, revenue ($57,035.50) was received from Mastec and Sprint for <br />their cost share in the repairs at the Mt. Pleasant communications tower <br />site. Also received from the repair work was the sale of scrap metal <br />($1,222.00). These amounts total $138,257.50 and are purposed for the <br />purchase and replacement of public safety communications equipment. <br />Through a budget amendment and revised Construction and Renovation <br />Project Ordinance this agenda item recognizes the new estimated revenues and <br />corresponding available equipment expenditures. <br />
