November 17, 2014 (Regular Meeting) Page 2204 <br />NOW, THEREFORE, be it resolved that the (Authorized Official's Title)* County <br />Manager of (Name of Applicant's Governing Body) Cabarrus County is hereby <br />authorized to submit a grant application for federal and state funding, make <br />the necessary assurances and certifications and be empowered to enter into an <br />agreement with the NCDOT to provide rural public transportation services. <br />Resolution No. 2014 -23 <br />HUMAN SERVICE AGENCY TRANSPORTATION RESOLUTION <br />State Funds <br />FY 2016 RESOLUTION <br />Applicant seeking permission to apply for Human Service Transportation <br />funding, enter into agreement with the North Carolina Department of <br />Transportation, provide the necessary assurances, and the required local <br />match. <br />A motion was made by (Board Member's Name) Commissioner Stephen M_ Morris and <br />seconded by (Board Member's Name or N /A, if not required) Commissioner <br />Christopher A. Measmer for the adoption of the following resolution, and upon <br />being put to a vote was duly adopted. <br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statutes and <br />the Governor of North Carolina have designated the North Carolina Department <br />of Transportation (NCDOT) as the agency responsible for administering federal <br />and state public transportation funds; and <br />WHEREAS, the North Carolina Department of Transportation receives funds from <br />the North Carolina General Assembly to provide assistance for rural public <br />transportation projects; and <br />WHEREAS, the purpose of these transportation funds is to provide grant monies <br />to local agencies for the provision of rural public transportation services; <br />and <br />WHEREAS, Cabarrus County hereby assures and certifies that it will provide <br />the required local matching funds; that its staff has the technical capacity <br />to implement and manage the project, prepare required reports, obtain <br />required training, attend meetings and conferences; and agrees to comply with <br />the federal and state statutes, regulations, executive orders, and all <br />administrative requirements related to the applications made to and grants <br />received from the North Carolina Department of Transportation; <br />NOW, THEREFORE, be it resolved that the (Authorized Official's Title)* County <br />Manager of (Name of Applicant's Governing Body) Cabarrus County is hereby <br />authorized to submit a grant application for state funding, make the <br />necessary assurances and certifications and be empowered to enter into an <br />agreement with the NCDOT to provide rural public transportation services. <br />(G -2) Finance - Certification of Results of 2014 General Obligation (GO <br />School and RCCC Referenda <br />Susan Fearrington, Finance Director, reported on November O h the voters <br />considered two General Obligation Bond Referenda. One for the public schools <br />in the amount of $11,000,000.00 and one for the community college in the <br />amount of $9,000,000.00. She stated tonight we would like to declare and <br />certify the results for the 2014 GO Bond Referendum and authorize publication <br />of the results pursuant to NCGS 159- 61(e). With respect to the <br />$11,000,000.00 Public Schools GO Bond Referendum, there were 31,424 or 65.33 <br />percent of the votes "For" the Bond Order and 16,676 or 34.67 percent votes <br />"Against" the Bond Order. With respect to the $9,000,000.00 Community <br />College GO Bond Referendum, there were 30,699 or 63.94 percent of the votes <br />"For" the Bond Order and 17,316 or 36.06 percent votes "Against" the Bond <br />Order. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board declared and certified the results of the <br />2014 GO Bond referenda and authorized publication of the results pursuant to <br />NCGS 159- 61(e). <br />The Cabarrus County Board of Elections certified to the Board of <br />Commissioners (the "Board ") that the result of the bond referendum held on <br />November 4, 2014, with respect to the proposed $11,000,000 General Obligation <br />School Bonds of Cabarrus County was 31,424 votes "For" approval of the Bond <br />
