February 1, 2013 (Board Retreat) Page 1399 <br />of Department of Transportation; community outreach and education; <br />development of a five -year strategic plan; and the growing demand for human <br />services. <br />Londa Strong, Active Living and Parks Director, addressed the strategic <br />plan for the Department of Aging. Strong introduced Makenzie Mullinax, <br />Program Coordinator at the Mount Pleasant Senior Center, also in attendance. <br />Strong continued by stating one staff member will be dedicated to researching <br />and surveying seniors, coordinating senior programs and communicating <br />available services. There is expected to be an increasing need for more <br />parks and more space in senior centers. She also discussed recommendations <br />for parks and senior centers by population numbers and reported there were <br />650,000 visitors in Cabarrus County parks last year which was an increase of <br />450,000 from five years ago. <br />A general discussion ensued regarding the coordination of departments <br />under Human Services; how the CRC database will connect citizens with <br />providers; and the need for outreach and education to increase public <br />awareness of available programs and services. <br />Dinner Break <br />Dinner was served from 6:03 p.m. to 6:54 p.m. <br />Essential versus Non- Essential - Programs and Services <br />Mike Downs, County Manager, advised the FY 2014 Budget Process is <br />underway. In regards determining essential versus non - essential programs and <br />services, county management requested consideration of the following <br />questions as each program and service is evaluated: <br />1. Are they meeting their established Board of Commissioners' and <br />department financial and performance goals? <br />2. Are they still relevant to the mission of their department and <br />ultimately the vision and mission of the Board of Commissioners? <br />3. Is there a better way of providing the service? <br />4. Are there any new programs or services needed to better serve the <br />citizens or our internal departments? Identified funding? <br />Mr. Downs reviewed charts displayed on the walls listing Mandated <br />Programs and Services; Core Functions; Non - Mandated (Optional) General <br />Government Programs and Services; and Non - Mandated (Optional) Human Service <br />Programs and Services. <br />The Board generally discussed the list of services with staff members <br />responding to questions. Staff members discussed the impact of the growing <br />senior population on the transportation system, health care reform changes, <br />possible legislative changes, etc. <br />Board members participated in the exercise facilitated by County <br />Manager Downs by placing a green sticker beside non- mandated programs to <br />indicate support for the program. <br />The following tables show the results of the exercise.
