February 4, 2013 (Work Session) Page 1406 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 4, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Chairman Poole arrived at 4:45 p.m. and was present for the remainder <br />of the meeting. <br />Call to Order <br />Vice Chairman White called the meeting to order at 4:02 p.m. <br />I <br />Approval of Agenda <br />Vice Chairman White presented the following changes to the Agenda: <br />Changes to the Agenda - February 4, 2013 <br />Additions <br />Closed Session - To Discuss the Negotiation and/or Sale of Real Property as <br />Authorized by NCBS 143-318.11(a) (5) <br />Changes to the Agenda - February 18, 2013 <br />Addition - Reports <br />Cardinal Innovations Healthcare Solutions - 2n Quarter FY 2013 Dashboard <br />Report for Mental Health, Intellectual/Developmental Disabilities <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Morris <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No Action <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Len Witke, Cabarrus County Schools (CCS), presented the following <br />information as an update on the QSCB projects for CCS. He also responded to <br />questions from the Board.
