She stated staff <br />is projecting to receive approximately $90,000.00 that would be used to <br />rehabilitate two units. The program requires a 25% match which will be <br />proposed in the annual budget. She also responded to questions from the <br />Board. <br />Planning and Development - 2013 -2014 Weatherization and Heating and Air <br />Repair and Replacement Grant Application <br />Kelly Sifford, Planning and Development Director, presented the <br />following information relating to the 2013 -2014 Weatherization and Heating <br />and Air Repair and Replacement Grant application: <br />Cabarrus County has participated in the Weatherization and <br />Heating and Air Repair and Replacement Grant program for many <br />years. This program provides weatherization improvements and <br />HVAC improvements for low income families. These energy <br />efficient improvements are designed to help low income families <br />save money on utility costs. The program focuses on air sealing, <br />insulation, reduction in water usage, and health and safety <br />improvements. Each year the Board of Commissioners must approve <br />the grant application. The late release of the grant <br />applications is preventing staff from being able to present the <br />applications to the Board and return them to the state by the due <br />date. Staff is requesting preapproval for submission of the <br />application. Funding amounts are determined by the State Energy <br />Office by formula; therefore, preauthorization will not affect <br />Cabarrus County's funding. <br />Ms. Sifford also responded to a variety of questions from the Board. <br />Active Living and Parks Department - FCCA /Park Ordinance - Continued <br />Vice Chairman White presented an overview to Chairman Poole of the Park <br />Ordinance violations as presented earlier in the meeting. <br />A discussion ensued with Londa Strong, Active Living and Parks <br />Department Director, responding to questions from the Board. <br />Chairman Poole expressed support for the 10 -day penalty for the first <br />violation and waiving a penalty for the second violation. <br />Discussion continued <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White <br />and unanimously carried, the Board suspended its Rules of Procedures to vote <br />on the FCCA /Park Ordinance violation due to time constraints. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and carried; with Chairman Poole, Vice Chairman White and Commissioner <br />Measmer voting for and Commissioners Burrage and Morris voting against, the <br />Board voted to uphold the 10 -day suspension from February 18 -28, 2013 for the <br />first violation and to waive any action on the second violation. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of items on the Agenda. <br />For clarification, Vice Chairman White asked the County Attorney if he <br />and Commissioner Morris would need to recuse themselves from voting on the <br />item on the Agenda for the Cabarrus Rotary Disc Golf Course at Frank Liske <br />Park since both are members of the Cabarrus Rotary Club. He reiterated no <br />county funds will be used for this project. <br />Richard Koch, County Attorney, advised since they have no financial <br />stake in the project and have disclosed their membership, there is no reason <br />for them to be recused on the vote on the Disc Golf Course item. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the February 18, 2013 Agenda as <br />follows: <br />Approval or Correction of Minutes <br />0 Approval or Correction of 'Meeting Minutes <br />Recognitions and Presentations <br />
