February 18, 2013 (Regular Meeting) Page 1414 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 18, 2013, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman- <br />Commissioners: <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:31 p.m. <br />Girl Scout Troop 2534 from New Life Baptist Church in Concord conducted <br />the Flag Ceremony. Scouts participating were: Alyssa Johnson, Shaniya Davis <br />and Uriah Massey. <br />Senior Pastor Andy Langford from Central Concord United Methodist <br />Church delivered the invocation. <br />Moment of Silence <br />A moment of silence was held for Robert A. McClary. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the minutes of December 3, 2012 <br />(Recessed Meeting), December 3, 2012 (Organizational Meeting), December 3, <br />2012 (Work Session), December 17, 2012 (Regular Meeting), December 19, 2012 <br />(Recessed Meeting) and December 26, 2012 (Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Additions: <br />Moment of Silence <br />Robert A. McClary <br />Reports <br />I -6 County Manager - Cabarrus Humane Society Quarterly Report <br />Closed Session <br />L -1 Closed Session - Pending Litigation & Negotiation and /or Sale of Real <br />Property as Authorized by NCGS 143- 318.11(a)(3) and (5) <br />Revised: <br />Appointments to Boards and Committees <br />H -2 Appointments - Planning & Development - Cabarrus County Youth Council <br />(CCYC) <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Planning and Development - Cabarrus County Youth Council (CCYC) Update <br />Seth Bollenbecker, Cabarrus County Youth Council President, provided an <br />annual update of Council activities. He advised the Council is currently <br />accepting applications for Northwest and Hickory Ridge representatives. The <br />Council is working to improve nutrition and food options in school cafeterias <br />and coordinating with the Food ,Policy Council. The Youth Council also plans <br />to evaluate potential mentoring programs to help address apathy towards <br />education among middle school and high schools students. <br />Commissioner Measmer commended the Youth Council for their initiative <br />and efforts. <br />The Cabarrus County Youth Council was represented at the meeting by the <br />following members: Seth Bollenbecker, Mt. Pleasant High School; Michael <br />
