March I8, 2013 (Regular Meeting) Page 1447 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 18, 2013, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Surrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:31 p.m. <br />Girl Scout Junior Troop 232 from Harrisburg United Methodist Church in <br />Harrisburg conducted the Flag Ceremony. Scouts participating were: Allyson <br />Johnson, Natalie Lomax, Haven Davis and Gabby Parra. <br />Reverend Steven Ayers from McGill Baptist Church in Concord delivered <br />the invocation. <br />Moment of Silence <br />A moment of silence was held for Harold McEachern, former mayor of <br />Concord. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the minutes of January 7, 2013 <br />(Work Session) , January 22, 2013 (Regular Meeting) and February 1, 2013 <br />(Retreat) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Supplemental Information: <br />Consent <br />F -1 County Manager - NCDOT Request to Purchase Right -of -Way <br />® Resolution <br />Revised: <br />Consent <br />F -1 County Manager - NCDOT Request to Purchase Right -of -Way <br />® Motion revised to adopt resolution <br />New Business <br />G -4 Wellness - Health Insurance Plan Renewal 2013 -2014 <br />® Medical Plan Update 2013 -2014 - Revised <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Proclamation Declaring April 2013 as National Donate Life Month <br />in Cabarrus Countv <br />Chairman Poole read the proclamation aloud. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board adopted the following resolution: <br />Proclamation No. 2013 -03 <br />PROCLAMATION <br />NATIONAL DONATE LIFE MONTH <br />WHEREAS, LifeShare Of The Carolinas is focused on saving lives by <br />increasing participation in the North Carolina organ, eye and <br />tissue donor registry; and <br />
