<br />(G -1) Finance - Refunding General Obligation Bonds in an Aggregate Principal
<br />Amount up to $95,580,000.00 and Public Hearinq - 6:30 P.M.
<br />Chairman Poole opened the public hearing at 7:10 p.m. The Public
<br />Hearing Notice was published on March 1, 2013 in The Independent Tribune.
<br />The Public Hearing Notice was also posted on the County's website
<br />( www.cabarruscounty.us ) on March 1, 2013 in accordance with Article 2,
<br />Administration, Section 2.1 (Use of Electronic Means to Provide Public
<br />Notices) of the Cabarrus County Code of Ordinances.
<br />There was no one present to address the Board; therefore, Chairman
<br />Poole closed the public hearing.
<br />Ann Wilson, Finance Director, requested adoption of the Order
<br />Authorizing $95,580,000.00 Refunding Bonds and the Resolution Providing for
<br />the Issuance of $62,390,000.00 General Obligation Bonds, Series 2013.
<br />For clarification, Vice Chairman White stated a lot of consideration
<br />and discussion has gone into this item. He also advised the refinancing of
<br />current debt will save a significant amount of money and will obtain a lower
<br />interest rate.
<br />A brief discussion ensued. Ms. Wilson and Joe Niggel, the County's
<br />underwriter, responded to questions from the Board regarding savings levels,
<br />market conditions and the County's bond rating.
<br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer
<br />and unanimously carried, the Board adopted the Order Authorizing
<br />$95,580,000.00 Refunding Bonds.
<br />UPON MOTION of Vice Chairman White, seconded by Chairman Poole and
<br />unanimously carried, the Board adopted the Resolution Providing for the
<br />Issuance of $62,390,000.00 General Obligation Bonds, Series 2013 subject to
<br />Adjustments as provided herein.

<br />The Board of Commissioners for the County of Cabarrus, North Carolina,
<br />met in regular session in the Commissioners' Meeting Room in the Cabarrus
<br />County Governmental Center in Concord, North Carolina, the regular place of
<br />meeting, at 6:30 p.m., on March 18, 2013, with Elizabeth F. Poole, Chairman,
<br />presiding. The following Commissioners were:
