May 30, 2013 (Recessed Meeting) <br />Page 1561 <br />Commissioner Burrage left the meeting at 4:49 p.m. and returned at 4:52 <br />p.m. <br />A brief discussion ensued. <br />Commissioner Measmer left the meeting at 4:51 p.m. <br />Break <br />The Board took a short break at 4:52 p.m. The meeting resumed at 5:01 <br />p.m. with all commissioners present. <br />CVB /Tourism Authority - Presentation of FY 2014 Budget Request - Continued <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Tourism Authority's FY 2014 <br />budget totaling $3,945,654.00 in accordance with Article IV, Room Occupancy <br />and Tourism Development Tax, Tourism Authority, of the Cabarrus County Code <br />of Ordnances. <br />.ADC - Presentation of FY 2014 Budget Request <br />John Cox, on behalf of the Board of Directors for the Cabarrus Economic <br />Development Corporation (EDC), presented the EDC's FY 14 proposed budget <br />totaling $312,000.00. He also presented an overview of EDC activities and <br />projects and reviewed qualifications and accomplishments of Margie Bukowski, <br />the new vice president of economic development. <br />Mike Downs, County Manager, clarified the budget request included in <br />the agenda is incorrect and the proposed budget is for $312,000.00 as Mr. Cox <br />stated. <br />A discussion ensued. During discussion, Mr. Cox responded to a variety <br />of questions from the Board. <br />Chairman Poole requested the corrected draft budget request be provided <br />to the Board following the meeting. <br />Following further discussion, Chairman Poole extended an invitation for <br />Mr. Cox to introduce Ms. Bukowski at the June 17 regular meeting. <br />Fire Districts - Presentation of FY 2014 Budget Request <br />Steve Langer, Fire Marshal, explained the role of the county and fire <br />tax districts, which are funded by the fire tax. <br />A discussion ensued with Mr. Langer responding to a variety of <br />questions from the Board. Issues addressed included: an update of <br />implemented recommendations from the fire study; standardization of equipment <br />within the departments; etc. <br />Chairman Poole requested notification of the Firemen's Association <br />Board of Directors quarterly meetings. <br />Mike Downs, County Manager, advised in addition to funds generated by <br />the fire tax, fire districts receive a portion of the sales tax, with many <br />districts also receiving staffing grants from the County. <br />Cold Water Volunteer Fire Department <br />Fire Chief James Preddy, Jr. and Raymond Blackwelder, Jr., Cold Water <br />VFD President, presented a request for a one cent tax rate increase for the <br />Cold Water Volunteer Fire District and responded to questions from the Board. <br />Mr. Blackwelder and Mr. Preddy reported the increased fire tax would go <br />towards the cost of 24 -hour coverage at. the station and future purchases, <br />such as computers, hoses and rescue equipment. Mr. Blackwelder urged the <br />Board to publicize the Fire Academy to Cabarrus County youth, stating <br />volunteerism begins in the early years. <br />Mt. Pleasant Volunteer Fire Department <br />Concord Fire Chief Randy Holloway, representing the Town of Mt. <br />Pleasant and Mt. Pleasant Fire Chief Jimmy Overcash, presented a request for <br />
