June 3, 2013 (Work Session) Page 1564 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 3, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:02 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Additions: <br />4 -11 BOC - General Budget Discussion <br />7 -1 Closed Session - To Discuss Pending Litigation & Negotiation and /or <br />Sale of Real Estate as Authorized by NCGS 143- 318.11(a)(3) and (5) <br />Supplemental Information: <br />3.1 County Manager - Update on CCS and KCS QSCB (Qualified School <br />Construction Bonds) Projects <br />® Planetarium Plan <br />4.10 Human Services - Home and Community Care Block Grant (HCCBG) Funding <br />Plan <br />® HCCBG Funding Plan <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No Action <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Will Crabtree, Kannapolis City Schools (KCS), reported all KCS projects <br />have been completed. He advised he will know if there are leftover funds <br />once the final payouts are sent. He also responded to questions from the <br />Board. <br />Len Witke, Cabarrus County Schools (CCS), presented the following <br />information as an update on the QSCB projects for CCS.
