July 1, 2013 (Work Session) Page 1612 <br />Lundee Covington, Human Resources Director, presented the following <br />information relating to the reappointment of the Cabarrus County Tax <br />Administrator: <br />Brent Weisner was reappointed as Tax Administrator for a four -year <br />term by the Board of Commissioners, effective August 9, 2009, and <br />ending August 8, 2013. NCGS 105 -294 provides for reappointment of <br />the county assessor to a term of not less than two or more than <br />four years. NCGS 105 -349 provides for a concurrent appointment of <br />a tax collector. Mr. Weisner meets the requirements of this <br />position and is recommended for a four -year reappointment. <br />In response to a question from the Board, Ms. Covington stated Mr. <br />Weisner was first appointed as the Tax Administrator in 2003. <br />Library - Acceptance of the FY13 /14 LSTA Literacy and Lifelong Learning <br />Project Grant and Creation of a Grant Funded FTE Position <br />Dana Eure, Library Director, presented a request for acceptance of the <br />FY13/14 LSTA Literacy and Lifelong Learning Project Grant and creation of a <br />grant- funded FTE position. She advised the Board approved the grant <br />application on February 18, 2013. She stated the requested position is a <br />Senior Library Assistant, who will focus on computer education projects, <br />writing lesson plans for computer classes, training staff on lesson delivery <br />and working with Literacy Council volunteers on computer classes. She also <br />responded to questions from the Board. <br />Library - Acceptance of the LSTA EZ Collaboration and Innovation Grant <br />Dana Eure, Library Director, requested acceptance of the LSTA EZ <br />Collaboration and Innovation Grant. She advised the Library was awarded the <br />LSTA EZ Collaboration and Innovation Grant in the amount of $16,311.00 with a <br />required match of $1,813.00. The Board approved the application for this <br />grant on February 18, 2013. The grant will be used for a four - county <br />community read featuring "Mr. Penumbra's 24 -Hour Bookstore ". The matching <br />funds for the grant will come from the Cannon Memorial Trust Fund. She also <br />responded to questions from the Board. <br />Library - Approval of a Fines and Fees Policy <br />Dana Eure, Library Director, requested approval for the Fines and Fees <br />Policy. She stated the Cabarrus County Public Library Board of Trustees <br />approved a Fines and Fees Policy for the Library at its May 15, 2013 meeting. <br />The policy addresses fair and consistent application of library policies <br />regarding fines and fees; exceptions for waiving fines and fees; and reporting <br />of waived fines and fees to the Board of Commissioners. In response to a <br />question from the Board, Ms. Eure stated the policy is written to address the <br />application of fines and fees, rather than to assign monetary value to fines <br />and fees, which is addressed in the budget. <br />Commissioner Morris advised the policy was discussed at the Library <br />Board of Trustees meeting and clears up existing loopholes. <br />Library - Purchase of Microfilm Machine from Funds Donated by the Foy T. and <br />Gertrude M. Hinson Memorial Trust - $12,560.00 <br />Dana Eure, Library Director, reported a grant has been received from the <br />Hinson Memorial Trust Fund to benefit the Cannon Memorial Library Kannapolis <br />Branch in the amount of $12,560.00. She advised the funds will be used to <br />purchase a Microfilm machine for the Kannapolis Library. In response to <br />questions from the Board, she stated the current Microfilm machine at the <br />Kannapolis Library was purchased in 1986 and is in need of replacement. Ms. <br />Eure also advised the Hinson Memorial Trust Fund was established to benefit <br />and enhance the Kannapolis area, and has provided many contributions to <br />Kannapolis City Schools as well as the Kannapolis Library. <br />Commissioner Morris stated he was a member of the Kannapolis Friends of <br />the Library, along with Gertrude Hinson, and commended the legacy the Hinson's <br />have left the Kannapolis community. <br />Planning and Development - Soil and Water Conservation District - Approval of <br />Intergovernmental Operational Agreement for Conservation of Natural Resources <br />Chairman Poole announced, due to technical difficulties, a video planned <br />for the item is not available for viewing during the meeting. <br />
