Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Supplemental Information: <br />Discussion Items for Action at August 19, 2013 Meeting <br />4.11 Finance - Reappropriation of Funds for Ongoing Projects <br />• Reappropriation Request Form FY13 to FY14 Combined <br />• Budget Amendment <br />4.12 General Services - Award of Service Truck(s) and SUV(s) Bids <br />• Bid Package <br />4.17 Planning and Development - Soil and Water Conservation District - <br />Option to Purchase Conservation Easement Along Back Creek <br />• Resolution <br />Changes to the Agenda August 19, 2013 <br />Additions: <br />New Business <br />Cardinal Innovations Healthcare Solutions - 4th Quarter FY 2013 Dashboard <br />Report for Mental Health, Intellectual /Developmental Disabilities and <br />Substance Abuse Services <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No Action <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Will Crabtree, Kannapolis City Schools (KCS), presented the following <br />information as an update on the QSCB projects for KCS. He advised the <br />Kannapolis Intermediate Roof project overages of $5,656.30 will be paid by <br />KCS from their General Fund.
