<br />(H -1) EDC - Economic Development Grant Request for Windshear - Public
<br />Hearing 6:30 P.M.
<br />Carroll Gray, Interim Cabarrus Economic Development Corporation (EDC)
<br />President and CEO, requested an economic development grant for Windshear
<br />pursuant to NCGS 158 -7.1. Windshear proposes to expand its current operation
<br />in Cabarrus County, with a projected investment of $5 million for facility
<br />expansion and creation of approximately seven (7) jobs. A three -year grant
<br />equivalent to 85 percent of the ad valorem taxes on the increase in real and
<br />personal property tax values is requested.
<br />Cabarrus County Economic Development Grant Analysis - Windshear
<br />Chairman Poole opened the public hearing at 6:56 p.m. The Public
<br />Hearing Notice was posted on the County's website ( www.cabarrus county. us ) on
<br />August 7, 2013 in accordance with Article 2, Administration, Section 2.1 (Use
<br />of Electronic Means to Provide Public Notices) of the Cabarrus County Code of
<br />Ordinances.
<br />Ronald Chandler, resident of 4977 Hilton Lake Road in Kannapolis, spoke
<br />in opposition to tax incentives.
<br />Jean Chandler, resident of 4977 Hilton Lake Road in Kannapolis, spoke
<br />in opposition to the economic development grant, stating it is unfair to
<br />taxpayers and small businesses.
<br />Sue Zacek, resident of 6101 Zion Church Road in Concord and Vice
<br />President of Marketing for Checkmate Enterprises, spoke in support of the
<br />economic development grant for Windshear. She urged the Board to approve the
<br />incentive grant.
<br />Doug Stafford, resident of 32022 Rowland Road in Albemarle and local
<br />hotelier, spoke in support of the economic development grant, advising
<br />incentives bring additional business to the area and help the local economy.
<br />Robin Diamond, resident of 6241 Padget Parrish Court in Charlotte and
<br />Marketing Director of Jim IN Nick's BAR -B -Q, spoke in support of the economic
<br />development grant for Windshear, citing Windshear's support of their catering
<br />services has positively impacted business and their ability to give back to
<br />the community.
<br />Roland Jordan, resident of 134 Lore Street SW in Concord, spoke in
<br />support of the economic development grant for Windshear, noting the
<br />importance of bringing jobs to the area.
<br />Lynn Shue, Cabarrus County School Board of Education Chairman, spoke in
<br />support of the economic development grant for Windshear: He urged the Board
<br />to be innovative in bringing new businesses to the area.
