The County Manager may reduce revenue projections consistent with <br />prevailing economic conditions, and also reduce expenditures <br />correspondingly. <br />Section III. <br />This ordinance and the budget documents shall be the basis of the <br />financial plan for the County of Cabarrus. <br />a. The Finance Director is hereby directed to maintain within the <br />Capital Projects Fund sufficient detailed accounting records to <br />satisfy the requirements of the law. <br />b. The Finance Officer is directed to report, at the request of the <br />Board, on the financial status of each project element in Section I <br />and on the total revenues received or claimed. <br />c. Copies of this capital project ordinance shall be furnished to the <br />Clerk to the Governing Board, and to the Finance Director for <br />direction in carrying out this project. <br />d. Interested MFP vendors were given <br />information on current usage and were also given tours of County facilities <br />with the opportunity to see staff interaction with and location of MFP <br />devices. <br />Vendors were requested to use this data in making recommendations on <br />the appropriate size of the County's MFP fleet. Additionally, vendors were <br />welcomed to demonstrate their devices to staff at a Vendor Day hosted by ITS. <br />Cabarrus County staff were invited to the device demonstrations, to ask <br />questions and interact with the devices. Staff were requested to complete a <br />survey on the ease of operation and quality of the devices. Approximately 90 <br />County employees attended and 48 surveys were completed. <br />It is recommended that Cabarrus County enter into a MFP five -year <br />service agreement with Sharp Business Systems based on their demonstrated <br />ability to implement requirements and estimated savings of $208,000.00 over <br />the life of the contract based on FY13 volumes. These savings align with <br />goals established in the Manage Print Services strategy in 2005, focusing on <br />controlling the cost of printing, ensuring devices are deployed effectively <br />and enhancing business processes through document workflow and document <br />management solutions. <br />The selected vendor will work with Cabarrus County ITS to order a new, <br />appropriately -sized fleet in October, with the new devices being deployed in <br />November. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board approved the contract between Cabarrus <br />County and Sharp Business Systems and authorized the County Manager to <br />execute the contract on behalf of Cabarrus County, subject to review and /or <br />revision by the County Attorney. <br />(F -8) Tax Administration - Refund and Release Report - August 2013 <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board approved the August 2013 Refund- Release <br />report, along with the NCVTS Refund report, as submitted and granted <br />authority to the Tax Collector to process the refunds and releases. <br />
