October 7, 2013 (Work Session) Page 1757 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, October 7, 2013 at 4:00 p.m. Present - Chairman: Vice Chairman: Commissioners: Elizabeth F. Poole Christopher A. Measmer Larry M. Burrage Stephen M. Morris Jason A. Oesterreich Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County Manager and Megan Smit, Clerk to the Board. Call to Order Chairman Poole called the meeting to order at 4:00 p.m. Chairman Poole announced Vice Chairman Measmer is running late due to traffic and is expected to arrive shortly. Approval of Agenda Chairman Poole presented the following changes to the Agenda: Additions: Discussion Items - No Action 3.3 DHS - Impact of Federal Government Shutdown on Human Services Discussion Items for Action at October 21, 2013 Meeting 4.11 KCS - Request for Balance of QSCB Funds and One -time Monies for Replacement Generator at Kannapolis Intermediate School Supplemental Information: Discussion Items for Action at October 21, 2013 Meeting 4.6 General Services - Old Jail Demolition /Courthouse Annex Renovations Construction /Demolition Bid Award 0 Floor Plans Moved To November: Discussion Items for Action at October 21, 2013 Meeting 4.1 CCS - Funding Request for Central Cabarrus High school Artificial Turf Project 0 Request from CCS to move this item to November UPON MOTION of Commissioner Morris, seconded by Commissioner Barrage and unanimously carried, the Board approved the work session agenda as amended. Discussion Items - No Action BOC - Military Order of the Purple Heart Presentation Mike Stubbs, Commander, Military Order of the Purple Heart, Wounded Warriors, Chapter 634, United States Army Vietnam, presented a request for Cabarrus County to be recognized as a "Purple Heart County" by the adoption of a proclamation. Lapel pins signifying the Military Order of the Purple Heart were distributed to the Board. He also recognized other members in attendance: Ron Wade, United States Army Vietnam; Steve Zenes, United States Navy Brown Water Vietnam; Mike Moore, United States Army Vietnam; and Tom Fairbrother, United States Navy World War II. County Manager - Update on CCS QSCB (Qualified Schools Construction Bonds) Projects Dave Burnett, Cabarrus County Schools (CCS) , filled in for Len Witke by presenting the following information as an update on the QSCB projects for CCS. Vice Chairman Measmer arrived at 4:08 p.m. and was present for the remainder of the meeting. Mr. Burnett and Lynn Shue, CCS Board of Education Chair, responded to questions from the Board. No action was taken.
