January 17, 2012 (Regular Meeting) Page 929 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, January 17, 2012, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />The Air Force Junior ROTC from Mount Pleasant High School conducted the <br />Flag Ceremony. Students participating were: Timothy Vincent, Cadet 1St <br />Lieutenant, Codi Laur, Cadet Staff Sergeant, Kaitlin Culp, Cadet Captain, and <br />Alyssa Shepard, Cadet ls Lieutenant. <br />Pastor Ray Rippy from Pine Grove Baptist Church in Midland delivered <br />the invocation. <br />A moment of silence was held in honor of Betsy Carpenter, an animal <br />rights advocate and founder of one of the first humane societies in the area, <br />who died on January 8, 2012. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner White and <br />unanimously carried, the Board approved the minutes of December 5, 2011 (Work <br />Session) and December 19, 2011 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Addition - Closed Session: <br />(L -2) Additional Closed Session Items Are Requested As Authorized by NCGS <br />143- 318.11 (a) (3) (4) and (5): <br />• To consult with an attorney employed or retained by the public body <br />in order to preserve the attorney- client privilege between the <br />attorney and the public body; <br />• To discuss matters relating to the location or expansion of <br />industries or other businesses in the area served by the public <br />body; and <br />• To establish, or to instruct the public body's staff or negotiating <br />agents concerning the position to be taken by or on behalf of the <br />public body in negotiating the amount of compensation and other <br />material terms of an employment contract or proposed employment <br />contract. <br />Supplemental Information - New Business: <br />(G -5) County Manager - Update on Proposed Development at Corner of Union <br />Street and Corban Street <br />o Letter of Support - Food Policy Council <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the Agenda as amended. <br />C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Recognition of the Odell Eagles Football Team - Cadet, Division <br />II on Winning Regional, State and National Championships <br />Ms. Julie Waller, parent of Noah Waller, presented a PowerPoint <br />presentation highlighting the journey of the Odell Eagles Football Team, <br />Cadet Division II, towards winning Regional, State and National <br />Championships. <br />Head Coach Kenneth Padgett reviewed the events leading up to the <br />Championships and commended the parents for raising approximately $10,000.00 <br />in a three -week period to fund the trip to the game in Florida.
