January 17, 2012 (Regular Meeting) Page 938 <br />(F -9) Wellness /Risk Mgmt. - Vending Services Contract wit Atlas Food <br />Sy stems and Services, Inc. <br />Cabarrus County received four (4) proposals to provide <br />vending /concession services to the county at the parks and other various <br />county facilities. Upon evaluation of the submitted proposals, the review <br />committee recommended Pintec, Inc. and the contract was awarded on September <br />19, 2011. During the due diligent process, Pintec notified the county of <br />their decision to withdraw their proposal. <br />Atlas was the committee's second choice and the staff worked with the <br />company to decrease the cost of the vending items. Atlas will follow the <br />healthy vending policy guidelines and will work with Cabarrus County to <br />increase sales of healthy vending items. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the bid award and authorized the <br />County Manager to execute the contract between Cabarrus County and Atlas Food <br />Systems and Services, Inc., subject to revision by the County Attorney. <br />(G) NEW BUSINESS <br />(G -1) Planning and Devel o;oment - 2012 -2013 HOME P=5gra, -D Public ;iearinc - <br />6:30 P.M. <br />Kelly Sifford, Planning and Development Director, announced a public <br />hearing for the HOME Program is required for participation in the grant <br />program. She estimated the County will receive approximately $100,000.00 to <br />renovate two (2) or three (3) homes and that preference is given to low - <br />income families, the elderly and disabled persons. She also responded to <br />questions from the Board. <br />Chairman Poole opened the public hearing at 7:00 p.m. The Public <br />Hearing Notice was published on January 4 and 6, 2012 in THE INDEPENDENT <br />TRIBUNE. The Public Hearing Notice was also posted on the County's website <br />( www.cabarrus county. us ) on January 4, 2012 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Poole closed the public hearing. No action was required. <br />(G -2) Transportation - 5310 Elderly and Disabled Gra Funding and Public <br />Hearing - 6:30 P.M. <br />Randy Bass, Transportation Director, stated the Cabarrus County <br />Transportation Department plans to apply for Federal transportation funding <br />through the North Carolina Department of Transportation, Public <br />Transportation Division for funding provided by the 5310 Elderly and Disabled <br />transportation grant totaling $998,227.00 for two years. He advised funding <br />for this program is designed to meet the special needs of elderly individuals <br />and individuals with disabilities. If awarded, a County match of $17,580.00 <br />is required and will be included in the Department's FY 12 -13 budget request. <br />Chairman Poole opened the public hearing at 7:01 p.m. The Public <br />Hearing Notice was published on January 4, 2012 in English and Spanish in THE <br />INDEPENDENT TRIBUNE.
