Funding for this project has been approved in the capital improvement plan and is budgeted in the capital budget. No new funds are requested. The total cost for Phase I construction is $950,000.00. UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage and unanimously carried, the Board authorized the Parks Department to submit the 2012 North Carolina PARTF grant application and authorized the County Manager and County Attorney to execute all related documentation. (F -4) Planning and Development - CDBG Optional Coverage Relocation Plan The Optional Coverage Relocation Plan is one of a number of required plans and programs for the already approved CDBG (Community Development Block Grant) Scattered Site Housing program. This program addresses responsibilities and federal requirements for any person having rehabilitation that must be out of the unit while rehabilitation is being performed on their home. UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage and unanimously carried, the Board adopted the Optional Coverage Relocation Plan for the CDBG Housing Rehabilitation Program for the period of January 2012 - July 18, 2014, as presented in the Agenda. A copy of the Plan is on file in the Planning and Development department. (F -5) Planning and Development - Reservation of Capacity for Afton Ridge Apartments The applicant is CK Lakepointe. Corporate Center, LLC, 301 S. College St., Suite 2800, Charlotte, NO 28202. The project consists of 414 multifamily residential apartment units on +/- 20 acres located off Kannapolis Parkway on Glen Afton Boulevard in the City of Kannapolis, North Carolina. UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage and unanimously carried, the Board approved the Reservation of Capacity with the phasing schedule and mitigation payment timing proposed by the applicant: in calendar year 2012, no more than 216 multi - family apartment unit permits issued; in calendar year 2013, no more than 198 multi - family apartment unit permits issued; mitigation of the pro -rata share of the cost of the planned capacity, which equals $3,678.00 per multi- family residential apartment unit, payable prior to building permitting. By the same vote, the Board authorized the Planning and Development Director to execute the Certificate on behalf of Cabarrus County. (F -6) Planning and Development - Adequate Public Facilities Voluntary Mitigation Payment Adjustment for CY 2012 Pursuant to the Cabarrus County Zoning Ordinance Chapter 15 Section 15- 9.7, "Mitigation measures that involve the payment of money to the County or School District to defray the per -unit impacts of school facilities must be based on calculated capital costs associated with new construction. The capital costs shall be re- assessed every five years. The Board of Commissioners shall adopt the minimum mitigation amount based upon that calculation and the annual rate of inflation. The Marshall and Swift valuation service shall be the index used to calculate the rate of inflation. The minimum amount of the Voluntary Mitigation Payment shall be adjusted and the new amount shall be effective January 1 of each year." UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage and unanimously carried, the Board deferred "Adequate Public Facilities Voluntary Mitigation Payment Adjustment for CY 2012" until the results of the litigation of the Adequate Public Facilities Ordinance is known. (F -7) Salisbury -Rowan Community Action Agency, Inc. - Presentation of FY 12- 13 Application for Funding A representative of the Salisbury -Rowan Community Action Agency, Inc. attended the work session to present their FY 12 -13 Application for Funding from the Community Services Block Grant Program for $383,809.00. This agency provides services for low income citizens in Cabarrus and Rowan counties.
