Funding for this project has been approved in the capital <br />improvement plan and is budgeted in the capital budget. No new funds are <br />requested. The total cost for Phase I construction is $950,000.00. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board authorized the Parks Department to submit <br />the 2012 North Carolina PARTF grant application and authorized the County <br />Manager and County Attorney to execute all related documentation. <br />(F -4) Planning and Development - CDBG Optional Coverage Relocation Plan <br />The Optional Coverage Relocation Plan is one of a number of required <br />plans and programs for the already approved CDBG (Community Development Block <br />Grant) Scattered Site Housing program. This program addresses <br />responsibilities and federal requirements for any person having <br />rehabilitation that must be out of the unit while rehabilitation is being <br />performed on their home. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the Optional Coverage Relocation <br />Plan for the CDBG Housing Rehabilitation Program for the period of January <br />2012 - July 18, 2014, as presented in the Agenda. <br />A copy of the Plan is on file in the Planning and Development <br />department. <br />(F -5) Planning and Development - Reservation of Capacity for Afton Ridge <br />Apartments <br />The applicant is CK Lakepointe. Corporate Center, LLC, 301 S. College <br />St., Suite 2800, Charlotte, NO 28202. The project consists of 414 <br />multifamily residential apartment units on +/- 20 acres located off <br />Kannapolis Parkway on Glen Afton Boulevard in the City of Kannapolis, North <br />Carolina. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Reservation of Capacity with <br />the phasing schedule and mitigation payment timing proposed by the applicant: <br />in calendar year 2012, no more than 216 multi - family apartment unit permits <br />issued; in calendar year 2013, no more than 198 multi - family apartment unit <br />permits issued; mitigation of the pro -rata share of the cost of the planned <br />capacity, which equals $3,678.00 per multi- family residential apartment unit, <br />payable prior to building permitting. By the same vote, the Board authorized <br />the Planning and Development Director to execute the Certificate on behalf of <br />Cabarrus County. <br />(F -6) Planning and Development - Adequate Public Facilities Voluntary <br />Mitigation Payment Adjustment for CY 2012 <br />Pursuant to the Cabarrus County Zoning Ordinance Chapter 15 Section 15- <br />9.7, "Mitigation measures that involve the payment of money to the County or <br />School District to defray the per -unit impacts of school facilities must be <br />based on calculated capital costs associated with new construction. The <br />capital costs shall be re- assessed every five years. The Board of <br />Commissioners shall adopt the minimum mitigation amount based upon that <br />calculation and the annual rate of inflation. The Marshall and Swift <br />valuation service shall be the index used to calculate the rate of inflation. <br />The minimum amount of the Voluntary Mitigation Payment shall be adjusted and <br />the new amount shall be effective January 1 of each year." <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board deferred "Adequate Public Facilities <br />Voluntary Mitigation Payment Adjustment for CY 2012" until the results of the <br />litigation of the Adequate Public Facilities Ordinance is known. <br />(F -7) Salisbury -Rowan Community Action Agency, Inc. - Presentation of FY 12- <br />13 Application for Funding <br />A representative of the Salisbury -Rowan Community Action Agency, Inc. <br />attended the work session to present their FY 12 -13 Application for Funding <br />from the Community Services Block Grant Program for $383,809.00. This agency <br />provides services for low income citizens in Cabarrus and Rowan counties. <br />
