January 27, 2012 (Board Retreat) Page 948 <br />third team will gather the morning pickups from the Charlotte ICE <br />office and deliver to Gainesville, Georgia that evening. <br />There will be a Sheriff's Office Program Coordinator to be <br />responsible for the program. That coordinator position will be <br />shared by 2 part -time persons, to handle: scheduling of staff, <br />preparation of inmate paperwork_, statistical reporting, billing <br />and paperwork, equipment and vehicle maintenance, etc. <br />There is some flexibility within the jail to assist with local <br />trips (mental health and /or jail trips) and ICE trips. This <br />flexibility will allow for federal billable time that is already <br />being absorbed within the jail. Each jail squad will agree to <br />make one (1) officer per shift available for trips. <br />The Sheriff's Office currently runs every mental health and jail <br />trip with patrol officers, jail staff, and off duty on -call <br />officers. This requires every officer to be on -call for trips at <br />least one of their days off, every 2 months or so. It also <br />requires patrol division to take an officer out of the field for <br />an entire shift to run a trip. If you do the math: 900 trips <br />ran last year — that is an average of 2 1 - , � trips per day. <br />Attached is an example of how this program works, which shows how <br />no new money will be needed to do the program. It even has the <br />potential to earn a few bucks. But, it will allow patrol officers <br />to remain in their community, and it will eliminate the need for <br />off -duty officers to be on -call. It also greatly reduces <br />overtime related to trips. <br />Gas and vehicle maintenance should be covered by the .55 cent per <br />mile fee. Currently, we have 2 vans and a spare Ford Crown <br />Victoria for trips. This new proposal does not ask to purchase <br />11 or 15 passenger van, for a total of 3. This will cost <br />approximately $30- $40,000.00, including the cell cages. I would <br />ask that we use current lapse salary money (approximately $50- <br />60,000.00) out of the Sheriff's budget to cover that expense. <br />Or, we can discuss other possibilities for purchasing the van. I <br />believe that after we pilot the program for a year, we will see <br />that we have banked enough extra revenues to continue maintaining <br />the trip fleet out of these ICE funds. <br />ICE Program Example <br />Each day, three teams (6 officers) will make ICE trips. There <br />will also be a coordinator working approximately 4 hours each <br />day. That means 7 people will work each day. The Sheriff's <br />Office will use 1 officer from the jail and 6 part -time officers <br />each day. So, the only new money /positions will be the 6 part - <br />time officers, which ICE will reimburse all 6 officers at hourly <br />rate and mileage at .55 cents. <br />3 Teams = 6 officers <br />1 jailer, 5 part- timers <br />1 Coordinator <br />1 part -timer <br />* * ** *Chase Team* * * ** <br />Totals: 7 officers used <br />only 6 show up on the county <br />payroll, and all are reimbursed <br />by ICE. <br />Gas, vehicle maintenance and vehicle expenses should be covered by <br />the .55 cent . a mile fee. <br />Trip Example: Trip to Gainesville, GA is 454 miles round trip: <br />454 miles X .55 cent a mile = $249.70 <br />8 hours X 2 officers = 16 billable hours <br />16 hours X $18.23 = $291.68 <br />Cost to Sheriff's Office: <br />2 officers X 8 hrs. = 16 hrs. <br />16 hrs. X $15.55 per hr = $249.80 <br />Gas: 454 miles at 16 miles per gallon = 28.38 gallons of gas <br />28.38 gals. X 3.40 per gal = $345.29 <br />Total Sheriff's Office Net for trip: $196.09 <br />(This money is to be banked and reinvested into the program equipment.) <br />
