The following revenues are anticipated to be available to complete this project: Capital Project Funds (Capital Reserve) $3,846,800 Cannon Foundation Grant $ 50,000 Total $3,896,800 Section 5. The Finance Officer is hereby directed to maintain within the Capital Project Fund sufficient detailed accounting records to satisfy the requirements of the law. Section 6. Funds may be advanced from the General Fund for the purpose of making payments as due. Reimbursement to the General Fund should be made in an orderly and timely manner. Section 7. The Finance Officer is directed to report, at the request of the Board, on the financial status of each project element in Section 3 and on the total revenues received or claimed. Section 8. Copies of this capital project ordinance shall be furnished to the Clerk to the Governing Board, and to the Budget Officer and the Finance Officer for direction in carrying out this project. Section 9. At the completion of the construction project, all unrestricted excess funds are transferred to the General Fund and the Capital Project Ordinance is closed. Section 10. The County Manager is hereby authorized to transfer revenues and appropriation within an ordinance as contained herein under the following conditions: a. The Manager may transfer amounts between objects of expenditures and revenues within a function without limitation. b. The Manager may transfer amounts up to $500,000 between functions of the same ordinance. c. The Manager may transfer amounts between contingency funds which are set aside for a specific project for budgetary shortfalls or upon the appropriate approval of a change order. d. The Manager may enter into and execute change orders or amendments to County construction contracts in amounts up to $90,000 when the project ordinance contains sufficient appropriated but unencumbered funds. Poole, Chairman ATTEST: /s/ Kay Honeycutt Clerk to the Board (F -7) Parks - Request to Change Current Parks Holiday Schedule The current approved Holiday Schedule for all County parks is: open except for Thanksgiving Day, the day after Thanksgiving, Christmas Eve, Christmas Day, and New Year's Day for a total of 5 days. There were several calls, concerns, and Facebook posts regarding holiday closings this year, especially the day after Thanksgiving. The Park Staff discussed the current schedule and a presentation was made to the Parks Commission. At its January 19, 2012 meeting, the Parks Commission voted to recommend all parks remain open on the Friday after Thanksgiving Day. Funding for the addition of 24
