He advised $10,000.00 in potential savings on the dining <br />room project that were previously transferred to the auditorium project, will <br />be returned to the dining room project to cover these change orders. <br />He also reviewed the status of several ITS related projects, advised <br />the milestone report will have a new format next month and responded to <br />questions from the Board related to furniture. No action was taken. <br />Will Crabtree, Kannapolis City Schools, was unable to attend the <br />meeting; therefore, the Board did not receive an update on those projects. <br />Planning and Development Service (Council for a Sustainable Local Economy) - <br />Shuman SWOT Analvsis <br />Michael H. Shuman, Director of Research and Economic Development at <br />BALLE (Business Alliance for Local Living Economies) and a consultant hired <br />to identify leakage in the local economy and determine the impact, in terms <br />of number of jobs, of diverting all or some of that spending from outside the <br />county to businesses inside the county, presented a PowerPoint presentation <br />entitled, "Revitalizing Cabarrus County From the Inside Out ". Mr. Shuman <br />proposed that a 25 percent shift in spending would create approximately 9,491 <br />new jobs, create $397 million in new wages and create $61 million in new <br />taxes. The draft report, "Growing the Cabarrus County Economy from the <br />Inside Out ", was included in the Agenda and is hereby incorporated into the <br />meeting minutes by reference. A copy of the report is also on file in the <br />Planning and Development Services' office. Following the presentation, Mr. <br />Shuman responded to several questions from the Board which resulted in a <br />general discussion. Shannon Johnson, Sustainable Local Economy Project <br />Manager, was also in attendance and responded to questions from the Board. <br />She advised that recommendations from the Council for a Sustainable Local <br />Economy would be presented in June and that Mr. Shuman's report will be <br />finalized in a month. No action was taken. <br />Departmental Overview <br />Social Services Programs and Financing <br />As requested by the Board in preparation for upcoming budget meetings, <br />certain county departments were asked to present an overview of their <br />services and funding designated as discretionary or mandated. <br />Ben Rose, Human Services Director, recognized the following staff <br />members in attendance: Pam Graham, Finance Division, Angela Talley, Child <br />Support, Connie Polk, Child Welfare, Trish Baker, Economic Services and Kathy <br />Mowrer and James Polk representing Adult Family Services. He also recognized <br />the following members of the Cabarrus County Social Services Board in <br />attendance: John Kennedy, Chairman, Kay Scott, Vice Chairman, A.L. Fleming <br />and Commissioner Chris Measmer. He stated the Department of Social Services <br />(DSS) is a county department but is supervised by the State which also <br />oversees and monitors DSS programs on a daily basis. He then presented an <br />overview of the Department of Social Services program's four (4) primary <br />service areas: Economic Services, Child Welfare, Child Support and Adult <br />
