March 19, 2012 (Regular Meeting) <br />Page 1000 <br />North Carolina General Statute 105 -369 requires counties to report the <br />amount of unpaid taxes for the current year, 2011, that are liens on real <br />property, less bankruptcies, and to set an advertisement date. <br />2011 Real Estate $8,019,573.98 <br />Less Bankruptcies $1,271,819.48 (Cannot advertise.) <br />Total $6,747,754.50 (Balance as of March 5, 2012.) <br />Requested Date of Advertisement of Tax Liens: March 25, 2012 <br />Quotes are being obtained for the advertisement. The ad will also be <br />posted on the County website. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the report of 2011 outstanding <br />delinquent taxes that are a lien on real property as presented in the Agenda <br />and ordered the Tax Collector to advertise these tax liens on March 25, 2012. <br />The order is as follows: <br />IN ACCORDANCE WITH N.C.G.S. 105 -369 <br />State of North Carolina County of Cabarrus <br />T0: J. Brent Weisner, Tax Administrator of Cabarrus County <br />You are hereby authorized, empowered and commanded to advertise tax <br />liens on real property for failure to pay 2011 property taxes. You shall <br />advertise said liens by posting a notice of liens at the county courthouse <br />and by publishing each lien at least one time in a newspaper having general <br />circulation in the taxing unit. Advertisement of the liens shall be made on <br />Sunday, March 25, 2012. <br />This order shall be a full and sufficient authority to direct, require, <br />and enable you to advertise said tax liens in accordance with North Carolina <br />General Statute 105 -369. Poole <br />Chair, Board of County Commissioners <br />Attest: <br />/s/ Kay Honeycutt <br />Kay Honeycutt <br />Clerk to the Board of County Commissioners <br />(G) NEW BUSINESS <br />(G -1) County Manager — Special Olympics Update and Request for Contract <br />Renewal <br />Emily Riley, Special Olympics Coordinator, presented a PowerPoint <br />presentation highlighting: the program's and participant's achievements, <br />sports programs, young athletes, Spring Games and their FY 11 -12 budget. <br />Chairman Poole reviewed the terms of the Agreement as set forth in the <br />Service Agreement for North Carolina Special Olympics in Cabarrus County, <br />North Carolina and advised the contract may be renewed for an additional 5- <br />year period upon notification in writing by either party to the other by May <br />1. <br />Commissioner Measmer expressed support for continuation of the program. <br />Vice Chairman Burrage MOVED to renew the Service Agreement between <br />Cabarrus County and Cabarrus County Schools for administration of the Special <br />Olympics program. Commissioner Measmer seconded the motion. <br />Commissioner White expressed the following concerns: (1) because of a <br />request for a 5 percent across - the -board budget cut for FY 12 -13, <br />consideration of this Agreement prior to the annual budget deliberations is <br />unfair to other county departments and outside agencies; (2) the specific <br />amount of compensation is unknown; and (3) the terms of the Agreement should <br />be changed to coincide with the County's annual budget deliberations. <br />
