April 16, 2012 (Regular Meeting) Page 1016 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 16, 2012, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:31 p.m. <br />Air Force Junior ROTC from Jay M. Robinson High School in Concord <br />conducted the Flag Ceremony. Students participating were: Justin McQueen, <br />Cadet Lieutenant Colonel, Taylor Bowers, Cadet Lieutenant Colonel, Kushal <br />Patel, Cadet 1 St Lieutenant, Eric Hatfield, Cadet Technical Sergeant, and Ben <br />Williams, Cadet Captain. <br />Rabbi Barbara Thiede from Temple Or Clam in Concord delivered the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the minutes of March 5, 2012 <br />(Work Session), March 19, 2012 (Regular Meeting) and March 30, 2012 (Recessed <br />Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Addition - Recognitions and Presentations <br />C -8 CVB - Proclamation Proclaiming May 5 -13, 2012 as Travel and Tourism <br />Week in Cabarrus County <br />Addition - Consent <br />F -1 Planning and Development Services - Weatherization Application <br />Addition - Appointments to Boards and Committees <br />H -2 Cabarrus County Youth Council <br />Addition - Reports <br />I -4 EDC Quarterly Report Ending March 31, 2012 <br />Addition - Closed Session <br />L -1 Closed Session - Economic Development <br />Removal - New Business <br />G -3 CCS - Place Holder - Qualified School Construction Bonds (QSCB's) <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Arena - Recognition of the 2012 Commissioners' Choice Awards <br />Frank Lapsley, Cabarrus Arena and Events Center General Manager, <br />presented the winners of the Commissioners' Select Awards as part of Cabarrus <br />County Schools Youth Art Month held in March at the Arena. This year's <br />winners are: Jesse Tomberlin, Mount Pleasant Elementary School, Sabrina <br />Bologna, Harold Winkler Middle School, and Liam Neill, Jay M. Robinson High <br />School. The students described the mediums used to create the artwork and <br />responded to questions from the Board. Mr. Lapsley recognized Pam Sossoman, <br />Cabarrus Arena and Events Center Director of Sales and Marketing, in <br />attendance, stating she coordinates with the schools to help select the best <br />artwork which will be displayed at the Arena. He advised this is the second <br />year for the Commissioners' Choice Awards and each year three (3) new pieces <br />of artwork will be added to the art gallery at the Arena. <br />
