April 26, 2012 (Recessed Meeting) <br />Page 1034 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Thursday, April 26, 2012, at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer* <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Pam Dubois, Deputy County <br />Manager, Richard M. Koch, County Attorney and Kay Honeycutt, Clerk to the <br />Board. <br />*Commissioner Measmer arrived at 4:09 p.m. and was present for the <br />remainder of the meeting. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:07 p.m. <br />Fire Protection Study <br />Public Safety Solutions, Inc. (PSSI) was hired to conduct a county -wide <br />fire study. <br />Mr. Les Adams and Mr. Bob McNally with PSSI presented the results of <br />the study and responded to questions from the Board. <br />Recommendations from the study are as follows: <br />Organization Recommendations: <br />1. Taking Actions to Maximize Volunteer Participation <br />2. Utilizing the Firemen's Association as Lead Agency <br />3. Implementing Joint Purchasing <br />4. Revising /Adopting Comprehensive Fire Ordinance <br />5. Continuing to Rely on Fire Marshal <br />6. Considering Fire Marshal Staffing Needs <br />7. Upgrading County / Fire District Contracts <br />Staffing Recommendations: <br />1. Analyzing Apparatus Volunteer Staffing Data <br />2. In- Station Standby Programs <br />3. Upgrading Fire Station Bunkrooms <br />4. Strategically Fund Staffing Grants <br />5. Assessing Apparatus Response Times for Staffing Needs <br />Fire Station Locations: <br />1. Eliminate "Catch -All" Call Designations in Dispatch <br />2. Adopt Response Time Performance Measurements <br />3. Maintain Current Fire Station Locations <br />4. Enhance Fire Prevention and Safety Programs <br />Apparatus Recommendations: <br />1. Confirm Primary Apparatus Equipped to Meet NFPA <br />2. Develop Standard Apparatus /Equipment Specifications <br />3. Develop County -wide Apparatus Replacement Program <br />4. Develop County -Wide Equipment Replacement Program <br />5. Develop Apparatus /Tool In- Station Maintenance <br />6. Develop Apparatus /Tool Maintenance Records System <br />Training Recommendations: <br />1. Implement Officer Certification Levels - Off. 1, 2, & 3 <br />2. Require Driver /Operator Certifications <br />3. Review /Update ISO "Improvement Statements" <br />4. Implement Training /Education Certification Awards <br />5. Proceed with a Cabarrus County Training Academy <br />6. Expand High School Cadet Program <br />Communications Recommendations: <br />1. Adopt Dispatch Performance Measurements <br />2. SOP & Practice Secondary Dispatch Method <br />3. SOPS & Practice PSAP Failure <br />4. "Horizontal" Fire Dispatch - Call - taker /Dispatcher <br />S. Implement Unit Level Fire Dispatching <br />6. "Engine One" <br />
