May 7, 2012 (Work Session) <br />BOC Strategic Plan Update <br />Page 1045 <br />Chairman Poole advised the Board was unable to address its Strategic <br />Plan at the retreat held in January due to time constraints. <br />Mike Downs, County Manager, reviewed the Board's Mission and Vision <br />Statements. There were no changes made to these statements. <br />Erica Nesbitt, Budget and Performance Manager, reviewed the Board's <br />five (5) strategic goals and corresponding achievement stage as presented in <br />the Agenda and hereby incorporated into the meeting minutes by reference. <br />She also presented the following staff recommendations for changes to the <br />Strategic Plan: <br />Goal 1. Preserve and enhance the quality of life by addressing growth with <br />sound public policies that sustain resources, provide high quality services, <br />and fund infrastructure needs. <br />OBJECTIVES <br />RESULT <br />Recommended Change <br />5 <br />Work with the school boards <br />NO <br />Recommend discussing this <br />SUCCESS <br />to determine any advantages <br />DEVELOPMENT <br />objective with the schools and <br />in offering more distance <br />then deleting this as a county <br />learning classes. <br />objective. <br />Following a lengthy discussion, the Board placed this item on its May <br />10, 2012 agenda for discussion at a joint meeting with the Cabarrus County <br />School Board. <br />Goal 2. Achieve community -wide preparedness to protect public safety, respond <br />to routine and catastrophic events, and maintain and restore the well -being <br />of all residents. <br />OBJECTIVES <br />RESULT <br />Recommended Change <br />3 <br />Hold an extensive work <br />SUCCESS <br />Recommend deleting current <br />session for information <br />objective and adding: Implement <br />gathering and strategy <br />county goals from Emergency <br />development in the area of <br />Management Planning session: <br />emergency management. <br />® Assess school sites for adequate <br />space /access /water supply for <br />emergency and preparedness <br />activities. <br />• Launch the special needs <br />registry to assist citizens in <br />their specific needs during <br />crisis situations. <br />• Complete plan to include public <br />safety message on Channel 22. <br />• Implement a disaster debris <br />management plan to enhance our <br />capabilities to facilitate the <br />performance of county services <br />during and after a debris - <br />generating incident. <br />4 <br />Develop a systematic way to <br />PROGRESS <br />Recommend changing to: "Create a <br />replace the three current <br />regional, redundant 911 <br />911 communications center <br />Communications System" <br />with one countywide, <br />consolidated 911 <br />communications center. <br />There was no objection from the Board to the recommended changes. <br />
