<br />The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Commissioners' Meeting Room at the Cabarrus County
<br />Governmental Center in Concord, North Carolina on Monday, May 21, 2012, at
<br />6:30 p.m.
<br />Present - Chairman:

<br />Also present were Mike Downs, County Manager; Richard M. Koch, County
<br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County
<br />Manager and Kay Honeycutt, Clerk to the Board.
<br />Chairman Poole called the meeting to order at 6:32 p.m.
<br />Air Force Junior ROTC from Central Cabarrus High School in Concord
<br />conducted the Flag Ceremony. Students participating were: Austin Smith,
<br />Cadet Colonel; Ashley Haas, Cadet First Lieutenant; Princess Lacarta, Cadet
<br />Technical Sergeant; and Justin Perez, Cadet Airman First Class.
<br />Craig Hagler, III, from Rocky Ridge United Methodist Church in Concord
<br />delivered the invocation.
<br />A moment of silence was held in memory of Katherine Taylor (Kitty)
<br />White, mother of Commissioner H. Jay White, Sr., who died on May 17, 2012.
<br />(A) APPROVAL OR CORRECTION OF MINUTES
<br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage
<br />and unanimously carried, the Board approved the minutes of April 2, 2012
<br />(Work Session) , April 16, 2012 (Regular Meeting) , April 26, 2012 (Recessed
<br />Meeting), May 7, 2012 (Work Session) and May 10, 2012 (Recessed Meeting) as
<br />written.
<br />(B) APPROVAL OF THE AGENDA
<br />Chairman Poole reviewed the following changes to the Agenda:

<br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage
<br />and unanimously carried, the Board approved the Agenda as amended.
<br />C) RECOGNITIONS AND PRESENTATIONS
<br />None.
<br />(D) INFORMAL PUBLIC COMMENTS
<br />Chairman Poole opened the meeting for Informal Public Comments at 6:39
<br />p.m. She stated each speaker would be limited to three minutes.
<br />Bishop Roland Jordan, resident of 134 Lore Street SW in Concord,
<br />requested proclamations be adopted for Mother's Day, Father's Day and
<br />Memorial Day.
<br />Jim Conrad, resident of 1040 Hearth Lane in Concord, spoke in support
<br />of lower tax rates and for the County to work with less revenue.
