May 21, 2012 (Regular Meeting) Page 1074 <br />Through this initiative, County departments implemented strategies and <br />performance measures to achieve Board - directed goals in addition to <br />identifying budget, policy, resource and timeframe implications of reaching <br />each goal. This will ensure County resources are prioritized based on the <br />extent each County program or service is related to the Board's chosen <br />outcomes. <br />The vision for the County summarizes its desired future state and special <br />character of the community. The Cabarrus County's vision: <br />Our vision for Cabarrus is a county where our children learn, our citizens <br />participate, our dreams matter, our families and neighbors thrive and our <br />community prospers. <br />The mission defines the County's purpose and explains its roles in terms of <br />achieving our vision, intended outcomes and serving our citizens. Cabarrus <br />County's mission states: <br />Through visionary leadership and good stewardship, we will ensure public <br />safety, administer state requirements, determine county needs and provide <br />services to continually enhance quality of life. <br />The County's core values are the essential beliefs and principles that <br />determine how the County carries out its mission and provides guidance and <br />inspiration for the people who work for the County so that the Board of <br />Commissioners and County, staff may all pull in the same direction and toward <br />the same goals. <br />Board members identified four core values to guide how county government <br />should carry out its mission: <br />Accountable and Responsible - Our decisions will be based on facts and a <br />full understanding of the matters before us, including the implications <br />for individuals, businesses and the community as a whole. <br />® Collaborative - As individuals, we will engage each other during the <br />decision making process. Collectively, we will cooperatively engage other <br />governing bodies, the community and stakeholders in the decisions that <br />affect the county's citizens through opportunities to participate with <br />input, education and feedback. <br />® Integrity - We understand and accept our duty to do the public's business <br />in an open, honest and transparent manner. <br />® Respect - Healthy debate and diversity of opinion is expected and <br />encouraged, requiring a high level of civil decorum in all our <br />discussions. <br />The Board of Commissioners continued its strategic planning process by <br />providing descriptions of its established core values and by refining its <br />five over - arching goals. The Board also discussed outcomes for each goal <br />statement. These outcomes include initiatives that will support and achieve <br />each goal. <br />The following tables outline the Boards five goals and outcomes associated <br />with each. Progress and results will be monitored and refined over time, <br />and the Board of Commissioners will continue to review and update its <br />outcomes annually. <br />PERFORMANCE SUMMARY <br />GOALS <br />ACHIEVEMENT STAGE <br />Preserve and enhance the quality of life by <br />Goal 1 addressing growth with sound public policies that PROGRESS <br />sustain resources, provide high quality services, <br />land fund infrastructure needs. <br />Achieve community -wide preparedness to protect) <br />Goal 2 public safety, respond to routine and PROGRESS <br />,catastrophic events, and maintain and restore the <br />(well -beina of all residents. <br />
