<br />Next, Kathy Auger, CCS (Cabarrus County Schools) Human Resource
<br />Director, advised teacher supplements are 36 percent below market value,
<br />principal supplements are 28 percent below market value and supplements for
<br />assistant principals are 36 percent below market value, according to a recent
<br />salary study.
<br />Ms. Kluttz also highlighted the expenditures in the FY 11 -12 Facilities
<br />and Grounds (F &G) budget which totaled $9,558,262.00 and included Kannapolis
<br />City Schools' allotment from the County as well as Rowan County's share. The
<br />FY 13 Manager's recommended budget for F &G totaled $7,953,666.00, exclusive
<br />of Rowan County's contribution. A prioritized list of F &G projects for both
<br />school systems was included in the Agenda. A general discussion ensued with
<br />Ms. Kluttz and Dr. Shepherd responding to questions from the Board.
<br />During discussion it was determined that CCS intends to use the
<br />additional $2.1 million requested current expense funds for salary increases,
<br />as matching funds for State raises, if approved and to cover increased
<br />hospitalization costs. Mr. Len Whtke, CCS Executive Director, Facilities
<br />Management Department, also responded to questions from the Board related to
<br />certain projects on the F &G project list for new schools.
<br />CCS - OSCB .Funding Reallocation Request - $801,483.00 (Tabled from iMav 21,
<br />2012)
<br />Following a lengthy discussion, the Board approved the following
<br />request from Cabarrus County Schools to reallocate $801,483.00 of QSCB
<br />(Qualified School Construction Bonds) funds for the Northwest High School
<br />Gymnasium project and adopted the related budget amendment. Commissioner
<br />Measmer made the motion; Commissioner Carruth seconded it and the MOTION
<br />carried with Chairman Poole, Commissioner Carruth and Commissioner Measmer
<br />voting for and Vice Chairman Burrage and Commissioner White voting against.
<br />The Cabarrus County School Board is requesting QSCB funds be
<br />reallocated from various QSCB projects to help increase the
<br />funding for Northwest Cabarrus High School Gymnasium ($661,406),
<br />the Central Cabarrus High School Chiller project ($100,000) and
<br />the Central Cabarrus High School Office Renovation ($40,077) .
<br />This reallocation was discussed at the May 14, 2012 Cabarrus
<br />County School Board meeting.

<br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth
<br />with Chairman Poole and Commissioners Carruth and Measmer voting for and Vice
<br />Chairman Burrage and Commissioner White voting against, the Board approved
<br />the following request from Cabarrus County Schools to reallocate QSCB
<br />(Qualified School Construction Bonds) funds from the Northwest Cabarrus High
<br />School practice field and entrance renovation projects to the Northwest High
<br />School gym addition.
<br />Prior to the vote, Commissioner White expressed several concerns
<br />related to the reallocation request.
