May 24, 2012 (Recessed Meeting) <br />Dr. Carol Spalding, President <br />(RCCC), presented an overview of <br />following budget request for FY 13: <br />Page 1096 <br />of Rowan Cabarrus Community College <br />RCCC activities /initiatives and the <br />Budget Category <br />FY 13 Request <br />Manger's Recommended Budget <br />Current Expense <br />$1,889,254.00 <br />$1,889,254.00 <br />One -Time Capital <br />$480,000.00 <br />$100,000.00 <br />Total <br />$2,369,254.00 <br />$1,989,254.00 <br />The Manager's budget also included $202,018.00 for RCCC debt service. <br />Dr. Spalding advised the one -time capital funds would be used to add an <br />additional 3,000 square feet to Building 3000 and renovate 4,000 square feet <br />of existing space in the same building to accommodate student commons, food <br />service and classroom space. She also responded to questions from the Board. <br />Commissioner White returned to the meeting at approximately 6:40 p.m. <br />and was present for the remainder of the meeting. <br />Jonathan Chamberlain, RCCC Chief Officer of Planning, Capital Projects <br />and Environmental Operations and Janet Spriggs, Chief Financial Officer, were <br />also present. <br />County Manager - Discuss Options for the Old Bethel School Property - (Tabled <br />from May 21, 2012) <br />Mike Downs, County Manager, provided an update on continuing efforts to <br />sell the old Bethel School property to the Town of Midland, including <br />Midland's intent to pass the property onto a third party (Woodson University) <br />for a public use. (Note: The County accepted seal bids for the property in <br />2011. Woodson University's bid of $10,000.00 was accepted by the County on <br />May 16, 2011, but the bid was withdrawn by the University in 2012 because of <br />certain restrictions in the proposed purchase agreement.) Mr. Downs further <br />reported the County Attorney has reviewed the proposed contract and has some <br />concerns. <br />Richard M. Koch, County Attorney, reported the proposed sale price is <br />$1 and identified several issues with the contract. He further reported <br />Midland has agreed to accept upset bids for the property, but has not <br />accepted the property from the County. Mr. Koch also responded to questions <br />from the Board. <br />A general discussion ensued. Issues addressed included the following: <br />the value of the raw land; abatement costs; opposition to "giving the <br />property away for $1 "; getting the property back on the tax rolls; reverting <br />sale proceeds back to the County; using sales proceeds for the development of <br />the Rob Wallace Park; etc. <br />Mike Tallent, Midland Town Councilman and David Pugh, Town <br />Administrator, addressed the Board concerning the value of the land and <br />allowable uses of the "civic" district in Midland. Mr. Tallent advised the <br />Town cannot afford to purchase the building and asked for the Board to give <br />the proposal a chance to move forward. <br />Pursuant to NCGS 160A -268, Commissioner White MOVED to sell the old <br />Bethel School property, without restrictions, utilizing the upset bid method <br />with a $10,000.00 minimum bid amount, with bids being accepted until noon on <br />Friday, June 29, 2012 and authorized the Chair to sign the related <br />resolution. Vice Chairman Burrage seconded the motion. <br />Commissioner Measmer expressed concern about the bid amount. County <br />Attorney Koch identified several conditions that should be included in the <br />authorizing resolution. Chairman Poole advised that if no bids are received, <br />the item will be included on the Board July work session agenda. With there <br />being no further discussion, the MOTION carried unanimously. <br />Commissioner Carruth reiterated his desire to use the sale proceeds for <br />the Rob Wallace Park. <br />The authorizing resolution is as follows: Res.
