June 4, 2012 (Work Session) <br />Page 1108 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 4, 2012 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Absent - Commissioner: <br />Robert W. Carruth <br />Also present were Mike Downs, County Manager; Richard Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Commissioner White arrived at 4:07 p.m. and was present for the <br />remainder of the meeting. Commissioner Carruth was at a conference. <br />Call `Co Order <br />Chairman Poole called the meeting to order at 4:02 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the work session agenda as <br />presented. Commissioner White was absent when this vote was taken. <br />Discussion Items - No Action <br />Update on CCS and KCS QSCB Projects <br />With regard to the QSCB (Qualified School Construction Bonds) Will <br />Crabtree, Kannapolis City Schools (KCS), reported the following five (5) <br />projects were canceled due to high bids: <br />1) Forest Park Elementary School parking lot. <br />2) A.L. Brown High School parking lot. <br />3) HVAC controls at Forest Park Elementary. <br />4) HVAC controls at Fred L. Wilson Elementary. <br />5) Interior renovation at Fred L. Wilson Elementary. <br />However, he advised the following high priority projects have been bid <br />and work is expected to be completed before August or September: <br />1) Kannapolis Intermediate School roof project and HVAC system. <br />2) Lighting and chiller replacement at A. L.
