Commissioner White seconded the <br />motion. A lengthy discussion ensued with Pam Dubois, Deputy County Manager, <br />responding to questions from the Board on fund balance. She projected the <br />County to have approximately $14 million in excess, unassigned, fund balance <br />as of June 30, 2012. Discussion continued on fee -based services and mandated <br />services. Commissioner Carruth advised he would not support a five percent <br />(5%) across - the -board budget cut. Discussion continued. <br />Chairman Poole expressed her intention to vote against the motion, <br />requested specific budgetary cuts from Vice Chairman Burrage and Commissioner <br />Measmer and entered a substitute MOTION to move consideration of the "Budget <br />Ordinance for the General Fund, Cabarrus Arena and Events Center Fund, <br />Landfill Fund, 911 Emergency Telephone Fund and Health Insurance Fund for FY <br />2012- 2013 ", to June 26, 2012. <br />Following discussion, the substitute MOTION failed for lack of a <br />second. <br />The MOTION to cut the FY 13 budget five percent (5 %) across - the - board, <br />excluding debt service, failed with Commissioner Measmer voting for and <br />Chairman Poole, Vice Chairman Burrage and Commissioners Carruth and White <br />voting against. <br />Commissioner Carruth MOVED to adopt the Cabarrus County Budget <br />Ordinance for the General Fund, Cabarrus Arena and Events Center Fund, <br />Landfill Fund, 911 Emergency Telephone Fund and Health Insurance Fund for FY <br />2012 -2013 as proposed by the County Manager. Commissioner White seconded the <br />motion. <br />Chairman Poole proposed the following AMENDMENT to the MOTION: to <br />place the Parks Department staff in a different facility other than the <br />Senior Center. Commissioner White seconded the amendment. Commissioner <br />Carruth accepted the amendment. Discussion continued. <br />For clarification, Mr. Downs asked if the amended motion moves the <br />four Park employees out of the Senior Center but leaves the reorganization <br />intact. Chairman Poole indicated in the affirmative. <br />A discussion ensued. Commissioner White questioned why the Commission <br />Liaison to the Department of Aging Advisory Board did not share the <br />information with the Advisory Board. <br />Commissioner Measmer stated he is the liaison to the Department of <br />Aging Board. He further stated he has only attended one Advisory Board <br />meeting because he does not receive the information. <br />The Board recognized Kay Scott, Department cif Aging Board and Social <br />Services Board member, who expressed concern that Commissioner Measmer has <br />not received information about the Board's meetings. She advised the meeting <br />information is relayed to members via emails and Commissioner Measmer's <br />address is included in the email distribution list. <br />Chairman Poole advised there is another Chris Measmer in the county <br />system and requested Ms. Scott confirm the contact information for <br />Commissioner Measmer. <br />Following additional comments from Board members, the AMENDED MOTION <br />carried with Chairman Poole and Commissioners Carruth and White voting for <br />and Vice Chairman Burrage and Commissioner Measmer voting against. <br />The budget ordinance is as follows: <br />Ordinance No. 2012 -09 <br />CABARRUS COUNTY BUDGET ORDINANCE <br />FISCAL YEAR 2012 -2013 <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br />Section I. <br />The following amounts, listed by fund, are hereby appropriated as the <br />estimated revenues and expenditure appropriations for the operation and <br />maintenance of the County's various governmental activities, debt <br />
